According to Shao Kai, the new regulations are designed to make sewage discharge management more targeted and operational. Violators will be given a penalty of more than 10,000 yuan and less than 50,000 yuan; If any loss is caused, it shall be liable for compensation according to law.

Water permeable building materials should be used for new sites over 20,000 square meters

Sponge city, as the latest urban development concept, reflects the future trend of urban development. According to Article 19 of the new Regulations, new, rebuilt and expanded roads, squares, green Spaces and new projects with a planned land area of more than 20,000 square meters shall, according to the nature of the project, construction content and objective conditions, set up rainwater collection and utilization facilities according to local conditions, enhance the rainwater absorption and slow release capacity of green Spaces, sandy ground and permeable pavement, and reduce rainwater runoff. We will improve urban waterlogging prevention and control capacity.

Dai said that in the process of urbanization, roads, plazas and other "hard" materials such as cement and asphalt are used in large quantities.
