On March 17, the provincial Water Resources Department held a meeting of provincial cadres and personnel on water resources in Nanjing to implement the deployment requirements of the 13th Provincial Party Congress, provincial organizational ministers' meeting, human and social security work meeting, civil servant management meeting and provincial municipal and county water resources directors' meeting, summarize and review the work of the past year, and arrange and deploy the work tasks in 2017. Tao Changsheng pointed out that in 2016, the provincial water conservancy cadres and personnel department earnestly carried out the decision and deployment of the provincial Party Committee and department, actively obeyed and served the reform and development of water conservancy, paid close attention to the ideological and theoretical armed forces, strictly standardized the selection and employment, firmly focused on the construction of water conservancy talents, constantly improved the cadre management and supervision system, and made efforts to improve the level of personnel management and self-construction. Remarkable results have been achieved in all our work. He stressed that 2017 is the year of the 19th CPC National Congress and an important year for implementing the spirit of the provincial Party Congress and comprehensively implementing the 13th Five-Year Plan for water conservancy development. It is also an important year for consolidating and expanding achievements in Party governance and promoting all-round and strict Party governance. We should deeply understand and accurately grasp the new spirit and new requirements put forward by the central and provincial Party committees to do well in the work of cadres and personnel, adhere to focus on the center, gather strength for the overall situation, and strive to provide a strong organizational guarantee and talent support for comprehensively promoting the reform and development of water conservancy.
Tao Changsheng put forward clear requirements for the cadre and personnel work of water conservancy system in 2017. He stressed that first, we should strengthen the political consciousness of centering on the center and serving the overall situation. Extensive organization and mobilization of water conservancy cadres and staff to meet the success of the 19th National Congress of the Party with outstanding achievements, focusing on the construction of high-level water security system to select cadres and bodies, cultivate talents to gather the ability, and effectively with the new results of strict governance of officials constantly create a new situation of the province's water conservancy system to govern the Party strictly. Second, we must strengthen the building of leading bodies and cadres. Adhere to the "four conscionalities" as the primary content of cadre education and training, the primary criteria for the inspection and identification of cadres, the primary task of leading the ideological and political construction of cadres, to build a strong political, professional, good governance, dare to take responsibility, the style of work. We will strengthen the selection and training of young cadres and give them more opportunities than they bear. We need to boost the entrepreneurial spirit of officials at all levels and encourage them to put their minds to planning, doing and accomplishing things. Third, we need to deepen institutional and personnel reform. We will prudently carry forward the reform of public institutions and social organizations, accelerate the improvement of the personnel management system, and invigorate public institutions. Fourth, we need to coordinate efforts to build a talented workforce. We will actively carry out six key water conservancy personnel projects, vigorously train professional and highly skilled personnel, effectively improve the quality of education and training, and strive to create a favorable environment for attracting and retaining talents, so as to ensure that the development of water conservancy will have successors. Fifth, we need to make cadres' supervision and management more effective. We will give priority to performing well the "key minority" and key staff, and give full play to their institutional roles, such as heart-to-heart, admonishment, and correspondence, to foster their vitality in daily supervision and management. We will strictly implement the systems for leading officials to report on matters related to their personal affairs and for leading officials to audit their economic responsibility when they leave office, and take solid steps to address prominent problems so that officials at all levels will have a sense of fear, caution, and stop acting. Sixth, we should build model departments and excellent teams. We will take the lead in implementing the requirements for comprehensively and strictly governing the Party, routinely and institutionalize learning and education under the principle of "two studies and one action", and ensure that we have strong political, ability, work style and discipline.
