This is not only a problem in Nanjing, but also a common problem in Jiangsu and cities along the Yangtze River. It is precisely because the chemical industry is the economic pillar of cities that the Yangtze River pollution control is "hot in concept and difficult to implement". It was not until the 18th CPC National Congress that the construction of ecological civilization was elevated to an unprecedented strategic height. "Lucid waters and lush mountains are gold and silver mountains" gradually became the consensus of the whole society, and the idea of "jointly pursuing great protection and avoiding large-scale development" became increasingly popular among the people. It was not until then that the attitude of cities along the Yangtze River changed from protection through development to development through protection.

What we have learned over the past three years shows that development, in the final analysis, is a matter of philosophy. The stage of development has changed, and the principal problem facing society has changed. We must use new ideas to guide the direction and practice. The so-called "overwhelming location" is to plan space and measure projects with stricter scales, make way for conservation when development and conservation conflict, and adhere to ecological priorities. For Nanjing, to "jointly seize great protection", the first thing is to vigorously promote shoreline improvement, speed up the transformation and transfer of the "two steel and two chemical" enterprises, and strengthen wetland restoration, biodiversity protection and afforestation improvement along the Yangtze River, so that both sides of the Yangtze River are not only "clean", but also "green".

On a deeper level, it is also an important opportunity for Nanjing to transform its development mode. "Jointly pursuing large-scale protection and no large-scale development" does not mean no opening up and no development, but no destructive development, rational use of resources on the premise of giving priority to protection and scientific restoration, and achieving green, innovative and sustainable development. The elimination of outdated and excess production capacity is a subtraction, while reform and innovation to stimulate new growth drivers is an addition. We will strive to implement the strategy of innovation-driven development, embed new ideas, new industries and new forms of business on both sides of the Yangtze River, and turn the Nanjing section of the Yangtze River into a green ecological belt, a transformational development belt, a cultural landscape and a demonstration belt of strict management, so as to make clear waters and lush mountains a veritable treasure mountain.

As a provincial capital, a central city and a mega-city with a layout and development across the Yangtze River, Nanjing shoulders special responsibilities in the great protection of the Yangtze River. It is Nanjing's due mission to practice the concept of green development, protect the clean water of the Yangtze River and take the lead in the green development of the Yangtze River Economic Belt.
