There are many rivers and lakes in Nanjing, including 821 rivers, 251 reservoirs and 10 lakes. The water area of the city accounts for 11.4\% of the national territory. Abundant river and lake resources and diverse water ecological environment are the characteristic advantages of Nanjing.
However, with the rapid development of economy and society, especially the acceleration of industrialization and urbanization, there are problems of illegal occupation, environmental pollution, ecological degradation, functional decline and other problems in rivers and lakes in our city, and the situation of river and lake management and protection is grim. Therefore, Nanjing has issued the Nanjing Ecological River and Lake Action Plan (2018-2020), which further defines eight key tasks, including water security and shoreline protection, water resources protection, water pollution prevention and control, water environment improvement, water ecological restoration, water project management and protection, water law enforcement and supervision, and water system innovation.
According to the plan, Nanjing should strictly control the disorderly construction, reclamation and displacing of rivers and lakes, and combine the protection of rivers and lakes with the construction of nature reserves, wetland reserves (parks) and water conservancy scenic spots, so that the protection rate of natural wetlands will reach more than 50 % by 2020. The water consumption per ten thousand yuan of GDP and the water consumption per ten thousand yuan of industrial added value reached below 28 cubic meters and 9.6 cubic meters respectively. The water quality of key river and lake water functional areas reached the standard rate of more than 82\%, and the water quality of provincial examination section reached or was better than Class III ratio of more than 63.6\%. The rate of excellent ecological evaluation of major rivers and lakes reached over 70 %. We will establish and improve an organizational system of "river (lake) chief", and implement one policy for each river (lake).

Nanjing will promote the construction of sponge city by adopting green roofs of residential areas, permeable roads, sunken green Spaces and collection and storage facilities to intercept, utilize or recharge groundwater to the maximum extent. Among them, new buildings with a land area of more than 20,000 square meters should be equipped with rainwater collection and utilization system simultaneously; Permeability of hardened ground in newly built and rebuilt residential areas is not less than 40\%, and the rate of concave green space in public green space is not less than 10\%. The return period of rainstorm design should be more than 20 years for the construction, reconstruction and expansion of the urban drainage pumping station and the newly regulated urban river course in the built-up area, and the return period of rainstorm design for waterlogging prevention and control in the central area of the built-up area should be more than 50 years, and strive to achieve the goal of "no water accumulation in light rain, no waterlogging in heavy rain and no disaster in heavy rain".
A total of 95 square kilometers of rain and pollution diversion will be built within two years
In the future, Nanjing will have more sewage treatment plants. According to the plan, 13 sewage treatment plants including Baguazhou and Jiangning Science Park Phase III will be renovated and expanded, with an additional sewage treatment capacity of about 570,000 cubic meters per day. If conditions permit, the sewage treatment plant will also use wetland and other means for ecological treatment, further reduce nitrogen, phosphorus and other pollutants, and improve discharge standards.
In terms of rain and pollution diversion construction, Nanjing will build 95 square kilometers of rain and pollution diversion in 2,784 areas in 2018-2019, carry out the "retrospective review" of 35 square kilometers of rain and pollution diversion built areas, complete the inspection and rectification of 725 areas, carry out the expropriation and demolition of 123 square kilometers of development land and the control of source and pollution in 32 square kilometers of shanty towns. We will ensure that a rain and pollution diversion system within 961 square kilometers of the city will be established by the end of 2019.
As for black and smelly river channels, by the end of 2018, black and smelly water bodies should be basically eliminated in the whole city to effectively improve the quality of water environment in front of and behind the houses of urban and rural residents. We will launch a campaign to eliminate substandard and V-type water in built-up areas, and improve the quality of major urban water bodies such as Xuanwu Lake and Crescent Lake.
