He pointed out that since this year, north drought and south waterlogging were obvious, and part of the disaster was serious. Since the beginning of summer, the rainfall in parts of Northeast, central and western China, North China, Southwest and northwest China is obviously less, and drought has occurred one after another. At the same time, the southern region continued heavy rainfall, major rivers have exceeded the warning level of flood, some cities appeared waterlogging, the southeast coast has three typhoons landed. In the face of the complex and severe flood and drought situation, under the strong leadership of the CPC Central Committee and The State Council, the State prevention and control headquarters, relevant departments and local governments went all out to respond positively, and carried out the work of flood control and drought relief to the greatest extent, reducing the impact of disasters and losses.
In view of the current drought relief work, Wang Yang put forward clear requirements: first, we should have a clear understanding of the drought situation, and put drought relief in an important position in the drought-affected areas. The drought-stricken region in northeast China is an important grain-producing region, and it is now a crucial season for grain production. To combat drought well is crucial to stable grain production, increasing farmers' income and stable economic development. All localities and departments should have a profound understanding of the significance of the current drought relief work from an overall perspective, further strengthen the sense of urgency and responsibility, and focus on combating the drought and rescuing the disaster. The drought will not end and the drought will not end. For drought-resistant areas with scarce water sources, water use planning and water conservation should be strengthened, and scientific analysis and reasonable arrangement should be made to maximize the benefits of limited water sources. Fourth, strengthen support and guidance, and actively support drought relief in arid areas. The organization, guidance and support for local drought relief work should be strengthened. In light of the needs of the disaster-hit areas, the central government will allocate some funds for extremely large scale drought relief and agricultural production relief to support drought-stricken areas and the recovery of agricultural production. Relevant departments should strengthen inspection and guidance to drought-stricken provinces and regions, further implement drought relief measures, help drought-stricken areas solve practical difficulties and problems, and minimize drought losses to the greatest extent. Fifth, we should seriously study the long-term measures to deal with the drought. We should take a long-term view, vigorously strengthen the construction of water conservancy facilities, speed up the implementation of drought relief plans, and comprehensively improve our capacity to fight drought and reduce disaster. On the basis of scientific planning, it is necessary to strengthen the construction of key water conservancy projects, increase the water supply capacity in the arid region, improve the disaster resistance ability and water resource utilization efficiency; We should strengthen the construction of small water conservancy facilities, and encourage farmers to set up small water conservancy facilities through the form of awards instead of subsidies and private government assistance. Water-saving irrigation should be taken as a fundamental measure to strengthen water-saving efforts, promote water-saving technology, and innovate water-saving mechanism and mode. Based on the reality of water resources, we should adjust the agricultural structure, reduce the planting of water-consuming crops, and vigorously develop dry farming.
Wang Yang stressed that the current "seven down eight up" critical period of flood control, all localities and departments must adhere to the two hands, while doing a good job of drought relief work, strengthen the flood control work, effectively protect the safety of people's lives and important infrastructure safety. First, we should strengthen monitoring and forecasting, closely monitor the development and change of weather and flood and drought conditions, especially strengthen monitoring and forecasting of typhoons, local and sudden rainstorms and floods in cities and mountainous areas, and release disaster warning information in advance. Second, we should ensure the implementation of the flood prevention plan, prepare sufficient supplies, equipment and personnel to meet the needs of disaster relief and relief work. In light of the development of the disaster situation, emergency response should be launched at an appropriate time and emergency response should be organized in an orderly manner. Third, we should strengthen the scientific control of water conservancy projects, further improve the flood control scheme of important water conservancy hubs, implement scientific and effective flood management, and maximize the benefits of flood control, drought relief, disaster prevention and mitigation of water conservancy projects. Fourthly, we should strictly implement the inspection and guard system for flood control projects in flood season. During the key period of flood control, we should send more manpower and encrypt the frequency. In case of danger, we should quickly organize the force for scientific rescue. Fifth, we should do a good job in typhoon and mountain flood prevention and urban flood control, and promptly organize evacuation of people in areas threatened by typhoons and mountain floods to ensure their safety. We should attach great importance to urban waterlogging prevention, learn from experience and lessons, scientifically determine drainage standards, strengthen emergency response mechanisms, carry out publicity on flood control and disaster reduction, and comprehensively improve urban disaster resistance.
Wang Yang pointed out that the responsibility of flood control and drought relief work is the foundation, and implementation is the key. All localities should further clarify their responsibilities in accordance with the requirements of the administrative head responsibility system for flood control and drought relief, check carefully the implementation of all measures against the pre-plans for flood control and drought relief, and ensure that they are in place. The State prevention General shall strengthen classification guidance according to the characteristics of different regions and river basins. All relevant departments should perform their respective duties in accordance with the division of responsibilities and work together to enhance information sharing and coordination. We should strengthen coordination between the military and the local sectors and give full play to the role of the armed forces as the mainstay.
