The new version of Nanjing water quota standard has been released to effectively improve the efficiency of water use in various industries

The price of water involves thousands of households and all walks of life. People care about it and society cares about it. At present, "Nanjing Water Quota" (trial) public publicity period has ended, Nanjing Water Bureau will be issued after social stability risk assessment. After the implementation of the new version of water quota, it will be widely used in water intake permit management, water consumption planning, water resource demonstration of construction projects, water resource planning, water-saving assessment and other aspects. It has important guiding significance for further standardizing the water consumption and water-saving behavior of water users in the city, improving the management level of water-saving industries in the city, and improving the water use efficiency of all industries.

It is reported that in order to do a good job of water saving and control in the new era, the Municipal Water Bureau started the revision of Nanjing Water Quota (2018 edition) in December 2017. It has been 15 years since the old Nanjing Water Quota was implemented in 2003. As time goes by, with the rapid development of social economy, the water demand of all walks of life has undergone significant changes, and new water consumption industries keep emerging. The existing water consumption quota can no longer meet the new requirements, so the revision of water consumption quota is urgent and must be put on the agenda as soon as possible.

The revision of the new version of water quota lasted for 6 months. On the basis of fully investigating the existing quota standards in 9 provinces and 2 cities, more than 700 water samples of service industry, construction industry and urban residents were collected successively in our city. The new standard is based on the existing national, provincial and municipal laws and regulations, technical norms and scientific research results, fully considering the city's geographical conditions, socio-economic development level and living conditions and other factors, focusing on urban life and public water industry, comprehensive use of statistical analysis, correlation factor method, secondary advanced method and comparison method, experience method and other calculation methods. Conduct in-depth summary analysis of collected samples, comprehensively calculate individual consumption data of various industries, and formulate scientific and reasonable water quota. Among them, for some samples with large deviations, data reexamination, expert review and sampling review were carried out, and 640 effective samples were finally selected, and 63 water consumption quotas of 20 major industries were formulated.

Among the 63 newly revised water quotas, 28 are the same as provincial quotas, 20 are stricter than provincial quotas, and 15 provincial municipal quotas have not been specified or have not been subdivided into different industries. The survey found that the provincial quota of building materials market is 18L/ (day), but its water is mainly for toilet and cleaning water, water saving space is large, after sample survey, on the basis of the surplus determined the new water quota of building materials market is 2 L/ (day), which is 90\% lower than the provincial quota. There is no regulation on the water quota of commercial complex in the provincial quota, but there are many commercial complexes in our city, including office buildings, restaurants, cinemas, shopping malls, water landscape and other service industries. In line with the principle of liberating the mind, simple and practical, the commercial complex has been carried out the quota management of fast calculation, and the quota standard is 10 L/ (day).

It is understood that non-resident users in Nanjing implement the progressive price increase charge system for exceeding the plan, and the water consumption index in the quota is the maximum allowable value of the water consumption plan. After the implementation of the new quota, the price lever adjustment function will be played. The water consumption plan of five-star hotels, car washing and other related industries in Nanjing may be reduced, and the part not exceeding the plan will be charged according to the normal water fee. The excess part will be charged a 1-5 times markup.
