It is of special significance to do a good job in agriculture and rural areas in 2022, deepen rural revitalization, strengthen the important foundation position of agriculture, stabilize the basic structure of "agriculture, rural areas and farmers", and better play the role of "ballast stone" for coping with various risks and challenges, implementing major national strategies, and ensuring the steady and healthy economic and social development of the province.  We will fully implement the rural revitalization strategy, work tirelessly to ensure stable production and supply of grain and major agricultural products, coordinate rural development, rural construction, rural governance, and rural reform, and put in place institutions, mechanisms, and policies for integrated urban-rural development. Continue to follow the planning goals and paths of "high-quality development, high-level recycling, high-tech guidance, high growth income, high quality of life, efficient governance and accelerating the formation of a new type of relationship between industry, agriculture and rural areas", more effectively promote agricultural and rural modernization and promote common prosperity, and strive to build a new era of fish and rice town with strong agriculture, beautiful countryside and rich farmers. It provides strong support for resolutely shouldering the glorious mission of "striving to be an example, striving to be an example, walking in the forefront" and striving to write a new chapter in Jiangsu's modernization of "strong, rich, beautiful and high".

First, ensure food security and resolutely shoulder the responsibility of ensuring stable production and supply of major agricultural products

1. Strengthen political responsibility for food security. We will fully share the Party's and government's responsibilities for food security, and strictly assess the responsibility system for food security, so as to ensure that 81.249 million mu of farmland is sown with grain and total output exceeds 50 million metric tons. We will build 500 green, high-quality and efficient demonstration plots for grain and oil crops. We launched a new round of the Quality grain project to increase our advantage in the production of high-quality rice and special wheat, and restored over 4.5 million mu of oilseed rape, peanut and other crops, and 3.092 million mu of soybeans. We will demonstrate and popularize the banded composite planting technology of soybeans and corn, and promote the compatible development of soybeans and corn. We will implement the policy of minimum purchase prices for rice and wheat, increase incentives for major grain-producing counties, and reasonably guarantee farmers' yields from grain production. We will support all types of agricultural operators and service providers in strengthening the integration of the industrial chain, accelerate the implementation of a new model of "integrated grain farming", and make precise efforts in key links such as order farming, value-added processing and brand empowerment, so as to improve the overall benefits of grain farming.

2. Consolidate overall production capacity of important agricultural and sideline products such as hogs. We will tighten the mayoral responsibility system to ensure safe supply and stable prices. We strengthened counter-cyclical regulation of pig production capacity, and kept the number of breeding sows stable at 1.2 million, and the number of large-scale pig farms stable at over 5,000. We strengthened the connection between production and demand, coordinated the construction of a green vegetable supply base for the "Vegetable Basket" Project in the Yangtze River City Cluster, and improved the production capacity of Huaibei and other advantageous vegetable areas. The vegetable planting area of the province is about 21 million mu. We will stabilize the area for aquaculture, actively develop far-reaching Marine fisheries, and promote high-quality development of fisheries.

3. Strengthen the stockpiling, transportation and emergency support of important agricultural products. We will improve the mechanism for releasing information on the supply and demand of important agricultural and sideline products. We will improve the mechanism for managing grain reserves, rationally determine and dynamically adjust the size of government grain reserves, and implement the task of increasing grain storage by 1 billion jin at the provincial level. We will strengthen our capacity to adjust supply and demand, provide transportation, and provide emergency support, and ensure that the supply and prices of vegetables and important agricultural and sideline products are kept stable. We will do a good job in reserving and transporting fertilizers and other agricultural materials. We will intensify efforts to save food.

2. Strictly observe the red line of arable land protection and strengthen the basic support for modern agriculture

4. Implement "long teeth" cultivated land protection measures. The Party and the government share the same responsibilities in protecting cultivated land, and resolutely observe the red line of cultivated land. In accordance with the unified deployment of the state, the targets and tasks for the protection of cultivated land and permanent basic farmland have been assigned step by step by step, and a new round of responsibility letters for the protection of cultivated land have been signed step by step, which have been taken as a rigid indicator to strictly carry out the assessment of targets for the protection of cultivated land responsibility, with one vote of rejection and lifelong accountability. We will improve and standardize the management of the balance between the appropriation and replenishment of cultivated land, and strictly supplement the identification and supervision of cultivated land. We will strengthen control over the use of cultivated land, prioritize the use of cultivated land, focus on the use of permanent basic farmland for grain production, and resolutely curb the use of cultivated land for non-agricultural purposes and prevent it from becoming non-grain. We will guide the new development of the forest and fruit industry, encourage the use of the "four famine" resources, and do not compete with grain for land. Information technology was used to carry out special supervision of cultivated land sanitary plots, and to verify and rectify suspected problem spots. We will step up efforts to rectify problems found by land inspectors, prudently carry out the special rectification of unappropriated rural farmland for building houses, and consolidate the results of the special rectification of the problem of greenhouses. Promote the safe use of polluted farmland in an accurate and orderly manner, strengthen the construction of demonstration bases, and ensure the safe utilization rate of 93\%.

5. Promote the construction of "tons of grain field" with high standards. By the end of the "14th Five-Year Plan", the province had built 50 million mu of "tons of grain farmland" with guaranteed harvest and stable yield in drought and flood, and the minimum investment standard for the construction of high-standard farmland was raised to 3,000 yuan per mu. We carried out projects to improve the quality of cultivated land. Counties were used to evaluate the quality of high-standard farmland, and ecological upgrading of irrigation and drainage systems was carried out. Four million mu of high-standard farmland was built. We will develop an area of 200,000 mu under efficient and water-saving irrigation. We will improve the management and protection mechanism under which the county assumes overall responsibility, the township implements the system, the village is the main body, and the beneficiaries participate. For the built high-standard farmland, the storage management shall be unified, and no unit or individual shall damage, occupy or change the purpose without permission. We continued to accelerate the modernization of large and medium-sized irrigated areas, and carried out modernization projects in eight large irrigated areas and 27 medium irrigated areas. We will start work on strengthening key reservoir-dams.

6. Deepen the campaign to revitalize the seed industry. We will earnestly implement the action plan for revitalizing the seed industry. We will do a good job in surveying and collecting agricultural germplasm resources, and build and manage and apply crop germplasm resources repositories at a high level. Establish a seed industry science and technology innovation consortium. To organize the implementation of major projects of scientific and technological innovation in seed industry, and carry out breakthroughs in germplasm resource innovation and other key core technologies. We will support the enhancement of commercial breeding capacity with enterprises as the main body, and support a number of major innovation centers (enterprises) in modern commercial breeding. We will accelerate the construction of seed industry innovation platforms such as Nanfang and Silicon Valley. The Year of seed industry supervision and Law enforcement was launched.

7. Promote the "two major actions" of agricultural mechanization. We carried forward the campaign to fully mechanize the whole process of agricultural production, and established more than 10 demonstration counties in provinces for fully mechanized agricultural production, with the overall mechanized rate of agricultural cultivation and harvest reaching 85 %. We will promote efforts to make agricultural machinery and equipment smarter and greener, strengthen weaknesses in agricultural machinery and equipment, sort out demand lists, and boost R&D and manufacturing on the supply side. We will implement the policy of subsidizing the purchase and application of agricultural machinery. The construction of smart farms for grain production and demonstration bases (parks) for whole-process mechanization of specialized agricultural production has been carried out, and the mechanization rate of specialized agricultural production has reached 60 %. We will expand trials of deep ploughing for ecological purposes, and support efforts to speed up the scrapping and upgrading of old agricultural machinery and tools such as walking tractors.

8. Strengthen prevention and response to major agricultural disasters. We will improve the mechanism for preventing agricultural natural disasters, upgrade the provincial emergency warning information release platform, and strengthen our capacity to prevent and mitigate natural disasters. We will build a smart agrometeorological service system and strengthen our capacity to influence weather. We will strengthen monitoring, early warning, prevention and control of major crop diseases and pests, as well as African swine fever and other major animal diseases. We will carry out regional responsibilities and assign responsibilities and personnel to different positions. We will strengthen reserves of emergency supplies for flood control and drought relief and seeds for disaster relief.

Third, deepen effective connectivity and promote common prosperity

9. Consolidate and expand our achievements in poverty alleviation and building a moderately prosperous society. We will carry out regular identification of rural low-income population, ensure that those who meet the conditions should be included, establish a sound database and dynamic monitoring platform, and establish an information sharing mechanism linked by departments. We will improve policies for providing long-term assistance to low-income people, strengthen coordination of resources such as social assistance, employment, entrepreneurship, and industrial assistance, establish a tiered and classified mechanism for providing regular assistance and assistance, and continue to increase the collective income of low-income peasant households and economically weak villages.

10. We will deepen efforts to enrich the people and strengthen villages. We will continue to improve the policy system for enriching the people and strengthening villages, and ensure that these policies are effective. We will deepen asset management and supervision of assistance projects. We will effectively meet the needs of low-income people for microfinance. We will increase support for provincial-level key rural vitalization villages, and continue to send work teams and first secretaries to villages to help promote rural vitalization. We will continue to support accelerated development of the six key areas in northern Jiangsu and old revolutionary base areas such as Huangqiao and Maoshan.

11. Continue to improve the northern Jiangsu rural housing "the second half" of the article. We will prudently handle the practical interests of relocated rural households in terms of employment, income and social participation, coordinate and safeguard the rights and interests of members of rural collective economic organizations, and ensure that they lead a high-quality life as their ways of production and life and social operation and management are adjusted. We will focus on supporting new-type rural communities in accelerating the development of modern rural industries and further improving related infrastructure and public services. According to the actual situation in rural areas, explore and establish a community governance model that meets the needs of farmers. We will ensure equal access to basic public services in both urban and rural areas, strengthen the development of comprehensive community service centers, and improve their service functions and quality. Summarize all kinds of experience in the improvement of rural housing in northern Jiangsu to guide the follow-up work.

12. We will make solid progress in the plan to double rural income in ten years. We will promote the growth of the rich first and then the rich later, and accelerate the establishment of a long-term mechanism for sustained and rapid growth of rural income, so that the per capita disposable income of rural residents will grow faster than that of urban residents and that of low-income rural residents will grow faster than that of the average farmer. We will improve the environment for rural employment, support flexible employment through multiple channels, standardize the development of new forms of employment, support rural entrepreneurship and innovation, improve the collective income distribution mechanism, and expand wage income, business income, and property income. We will strengthen policy support, improve the rural social security system, and steadily increase transferred income.

13. Actively explore the development path of new rural collective economy. We will consolidate and expand development paths such as resource contracting, property leasing, and asset management; explore new ways to integrate the economy, green economy, service economy, and "enclave" economy; encourage villages to unite, deepen cooperation between villages and enterprises, and explore integration between villages and communities. We will establish a mechanism for linking the effectiveness of collective economic development with the increase in the remuneration of management personnel. We will strengthen standardized and regular management and oversight of rural collective assets.

Iv. Focus on rural development and speed up the construction of a modern rural industrial system

14. Develop efficient and specialized agriculture. To promote the construction of agricultural product quality and safety county, implement the project of quality and efficiency improvement of large-scale subject access to the network supervision, implement the edible agricultural product commitment to reach the standard certificate system, to ensure the quality and safety routine monitoring of real estate agricultural products qualified rate above 98\%. We will further implement the promotion action of "three products and one standard" in agricultural production, improve the standard system of the whole industrial chain of modern agriculture, cultivate a number of "Jiangsu high-quality" agricultural brands, create a number of high visibility and high reputation agricultural brands, add 60 provincial catalog brands, and the proportion of green and high-quality agricultural products reaches 66\%. We implemented the project to protect agricultural products with geographical indications, and improved the construction of 20 agricultural products with geographical indications. We will carry out a three-year campaign to control prohibition, control drug residues and promote improvement of edible agricultural products. We will develop vegetable, horticulture and other specialty industries in light of local conditions, make facility agriculture more machine-friendly and standardized in an orderly way, promote the use of modern and intelligent facilities and equipment, and build 100 provincial-level standard horticultural crop parks. We will encourage the development of new types of farming facilities such as intensive industrial farming and three-dimensional ecological farming. We will accelerate the development of national and provincial-level advantageous areas for distinctive agricultural products. To promote the agglomeration of advantageous characteristic industrial clusters, to improve and strengthen the advantageous characteristic industrial clusters of the national medium and late maturity garlic and Soviet broiler. In areas where conditions permit, we will develop modern urban agriculture, such as high-tech modern agriculture, sophisticated "micro-agriculture" and community experience agriculture.

15. Thriving county industries to enrich the people. We will support large and medium-sized cities in relocating industries to county areas and guide the orderly and gradient transfer of industries. We will vigorously develop modern rural industries within counties with obvious comparative advantages, ecological friendliness, safe and reliable production, strong ability to promote agriculture and rural areas, and large employment capacity. We will improve the county's industrial service function, strengthen the integration of industrial chain and innovation chain, and promote the concentration of industries in parks. Central kitchen, staple food processing, leisure food and other industries will be laid out in the suburbs, and new business forms such as "central kitchen +" will be developed. Guide central town to develop specialized small, medium and micro enterprises cluster area. Rural industries such as traditional workshops, rural handicrafts, rural cultural tourism, and rural workshops will be promoted to enter agricultural parks and innovation and entrepreneurship parks.

16. Implement the integrated development of the primary, secondary and tertiary industries in rural areas. We will speed up the construction of the whole agricultural industry chain, build key chains of high-quality grain and oil, large-scale livestock and poultry, specialty aquatic products, green fruits and vegetables that exceed 100 billion yuan, and cultivate a number of "chain owner" enterprises and typical counties. We will develop towns with distinctive industries and promote the integrated development of industry, town and village. We will promote the upgrading of provincial-level concentrated agricultural product processing areas. We will build a list of key villages and towns for rural tourism, support local areas where conditions permit to create whole-area tourism demonstration zones, and incorporate rural leisure tourism projects that meet the requirements into popular science bases and bases for primary and secondary schools to study agriculture and labor. Strengthen the brand of "Su Yun Xiang" leisure agriculture, expand the function of agricultural leisure experience, promote the deep integration of agriculture with tourism, culture, education and health care, explore new models such as sharing farms. We will set up a model for the integration of rural industries and build a national demonstration park for the integrated development of rural industries. We will actively support efforts to turn the former Yellow River Route into an ecological corridor to enrich the people. We will implement the land use policy for integrated development of the primary, secondary and tertiary industries in rural areas.

17. Strengthen the construction of county commercial system. We will implement a campaign to promote commercial development at county level, guide large commercial circulation enterprises and traditional county-level commercial circulation enterprises to expand their channels, and promote the construction, upgrading and upgrading of commercial facilities at county level. We will carry out the project of "express delivery to villages" and strengthen the construction of comprehensive service points of "one bit and more capabilities" at the village level. The coverage of service stations at the county and town level reaching the standard of rural logistics has reached more than 60 % and 95 % respectively, creating a batch of "Soviet-style rural logistics brand" highlighting regional characteristics. We will encourage production enterprises to develop consumer goods, electricity, household appliances and automobiles suitable for the rural market, and promote the upgrading of durable consumer goods in rural areas. We will support the development of public welfare wholesale markets for agricultural products, and accelerate the development of specialized markets and agricultural markets in regional producing areas. We will steadily carry out county-wide trials to build refrigeration and preservation facilities for agricultural products in producing areas, and build more than 100 refrigeration and preservation facilities for agricultural products in farms. We will support supply and marketing cooperatives in building a public cold chain logistics network for agricultural products, build collection and distribution centers at county level, and upgrade 100 community-level supply and marketing cooperatives.

18. Support local farmers to find jobs and start businesses. We will establish a regular mechanism to help farmers stabilize their jobs and gradually implement various policies to ensure steady employment. Relying on the advantages of rural resources and characteristic industries, extensive exploration of rural labor jobs. We will provide services to identify the permanent residence of rural people who have difficulty finding employment, vigorously develop rural public welfare jobs such as cleaning and green protection and assisting in the administration of public security, and expand the scope of employment assistance policies. We will organize and carry out vocational skills training for rural migrant workers, focusing on vocational training in new forms of business, logistics and housekeeping. We will improve the implementation of policies on subsidized interest, preferential tax treatment, and subsidies for helping people start businesses, and lower the threshold and cost for farmers to start businesses. We will build various entrepreneurship and innovation parks, star innovation zones, demonstration bases for mass entrepreneurship and innovation of small and micro enterprises, and incubation and training bases, organize creative competitions for rural entrepreneurship and innovation projects, and foster a number of rural entrepreneurship and innovation groups.

19. Promoting green and low-carbon development in agriculture and rural areas. We will consolidate the effect of banning and returning fishing in the Yangtze River, and deepen special efforts to crack down on illegal fishing. We will strictly carry out trials to ban fishing in lake aquatic life reserves throughout the year, scientifically increase aquatic life resources in lakes, and scientifically capture and protect the ecology of waters outside lake protection areas. We implemented the Action plan for Strengthening pollution control in agriculture and rural areas and promoting rural ecological revitalization. We carried out 15 projects to tackle key technologies for green and low-carbon agricultural development. We will build a number of national and provincial-level demonstration counties and zones for green prevention and control, and continue to reduce the amount of chemical fertilizers and pesticides and increase their efficiency.
