It is of special significance to do a good job in agriculture and rural areas in 2022, deepen rural revitalization, strengthen the important foundation position of agriculture, stabilize the basic structure of "agriculture, rural areas and farmers", and better play the role of "ballast stone" for coping with various risks and challenges, implementing major national strategies, and ensuring the steady and healthy economic and social development of the province. We will fully implement the rural revitalization strategy, work tirelessly to ensure stable production and supply of grain and major agricultural products, coordinate rural development, rural construction, rural governance, and rural reform, and put in place institutions, mechanisms, and policies for integrated urban-rural development. Continue to follow the planning goals and paths of "high-quality development, high-level recycling, high-tech guidance, high growth income, high quality of life, efficient governance and accelerating the formation of a new type of relationship between industry, agriculture and rural areas", more effectively promote agricultural and rural modernization and promote common prosperity, and strive to build a new era of fish and rice town with strong agriculture, beautiful countryside and rich farmers. First, ensure food security and resolutely shoulder the responsibility of ensuring stable production and supply of major agricultural products
1. Strengthen political responsibility for food security. We will fully share the Party's and government's responsibilities for food security, and strictly assess the responsibility system for food security, so as to ensure that 81.249 million mu of farmland is sown with grain and total output exceeds 50 million metric tons. We will build 500 green, high-quality and efficient demonstration plots for grain and oil crops. We launched a new round of the Quality grain project to increase our advantage in the production of high-quality rice and special wheat, and restored over 4.5 million mu of oilseed rape, peanut and other crops, and 3.092 million mu of soybeans. We will demonstrate and popularize the banded composite planting technology of soybeans and corn, and promote the compatible development of soybeans and corn. We will implement the policy of minimum purchase prices for rice and wheat, increase incentives for major grain-producing counties, and reasonably guarantee farmers' yields from grain production. We will support all types of agricultural operators and service providers in strengthening the integration of the industrial chain, accelerate the implementation of a new model of "integrated grain farming", and make precise efforts in key links such as order farming, value-added processing and brand empowerment, so as to improve the overall benefits of grain farming.
2. Consolidate overall production capacity of important agricultural and sideline products such as hogs. We will tighten the mayoral responsibility system to ensure safe supply and stable prices. We strengthened counter-cyclical regulation of pig production capacity, and kept the number of breeding sows stable at 1.2 million, and the number of large-scale pig farms stable at over 5,000. We strengthened the connection between production and demand, coordinated the construction of a green vegetable supply base for the "Vegetable Basket" Project in the Yangtze River City Cluster, and improved the production capacity of Huaibei and other advantageous vegetable areas. The vegetable planting area of the province is about 21 million mu. We will stabilize the area for aquaculture, actively develop far-reaching Marine fisheries, and promote high-quality development of fisheries.
3. Strengthen the stockpiling, transportation and emergency support of important agricultural products. We will improve the mechanism for releasing information on the supply and demand of important agricultural and sideline products. We will improve the mechanism for managing grain reserves, rationally determine and dynamically adjust the size of government grain reserves, and implement the task of increasing grain storage by 1 billion jin at the provincial level. We will strengthen our capacity to adjust supply and demand, provide transportation, and provide emergency support, and ensure that the supply and prices of vegetables and important agricultural and sideline products are kept stable. We will do a good job in reserving and transporting fertilizers and other agricultural materials. We will intensify efforts to save food.
2. Strictly observe the red line of arable land protection and strengthen the basic support for modern agriculture

In accordance with the unified deployment of the state, the targets and tasks for the protection of cultivated land and permanent basic farmland have been assigned step by step by step, and a new round of responsibility letters for the protection of cultivated land have been signed step by step, which have been taken as a rigid indicator to strictly carry out the assessment of targets for the protection of cultivated land responsibility, with one vote of rejection and lifelong accountability. We will improve and standardize the management of the balance between the appropriation and replenishment of cultivated land, and strictly supplement the identification and supervision of cultivated land. We will strengthen control over the use of cultivated land, prioritize the use of cultivated land, focus on the use of permanent basic farmland for grain production, and resolutely curb the use of cultivated land for non-agricultural purposes and prevent it from becoming non-grain. We will guide the new development of the forest and fruit industry, encourage the use of the "four famine" resources, and do not compete with grain for land. Information technology was used to carry out special supervision of cultivated land sanitary plots, and to verify and rectify suspected problem spots. We will step up efforts to rectify problems found by land inspectors, prudently carry out the special rectification of unappropriated rural farmland for building houses, and consolidate the results of the special rectification of the problem of greenhouses. Promote the safe use of polluted farmland in an accurate and orderly manner, strengthen the construction of demonstration bases, and ensure the safe utilization rate of 93\%.
5. Promote the construction of "tons of grain field" with high standards. By the end of the "14th Five-Year Plan", the province had built 50 million mu of "tons of grain farmland" with guaranteed harvest and stable yield in drought and flood, and the minimum investment standard for the construction of high-standard farmland was raised to 3,000 yuan per mu. We carried out projects to improve the quality of cultivated land. Counties were used to evaluate the quality of high-standard farmland, and ecological upgrading of irrigation and drainage systems was carried out. Four million mu of high-standard farmland was built. We will develop an area of 200,000 mu under efficient and water-saving irrigation. To organize the implementation of major projects of scientific and technological innovation in seed industry, and carry out breakthroughs in germplasm resource innovation and other key core technologies. We will support the enhancement of commercial breeding capacity with enterprises as the main body, and support a number of major innovation centers (enterprises) in modern commercial breeding. 7. Promote the "two major actions" of agricultural mechanization. We carried forward the campaign to fully mechanize the whole process of agricultural production, and established more than 10 demonstration counties in provinces for fully mechanized agricultural production, with the overall mechanized rate of agricultural cultivation and harvest reaching 85 %. We will promote efforts to make agricultural machinery and equipment smarter and greener, strengthen weaknesses in agricultural machinery and equipment, sort out demand lists, and boost R&D and manufacturing on the supply side. We will implement the policy of subsidizing the purchase and application of agricultural machinery. The construction of smart farms for grain production and demonstration bases (parks) for whole-process mechanization of specialized agricultural production has been carried out, and the mechanization rate of specialized agricultural production has reached 60 %. We will expand trials of deep ploughing for ecological purposes, and support efforts to speed up the scrapping and upgrading of old agricultural machinery and tools such as walking tractors.
8. Strengthen prevention and response to major agricultural disasters. We will improve the mechanism for preventing agricultural natural disasters, upgrade the provincial emergency warning information release platform, and strengthen our capacity to prevent and mitigate natural disasters. We will build a smart agrometeorological service system and strengthen our capacity to influence weather. We will strengthen monitoring, early warning, prevention and control of major crop diseases and pests, as well as African swine fever and other major animal diseases. We will carry out regional responsibilities and assign responsibilities and personnel to different positions. We will strengthen reserves of emergency supplies for flood control and drought relief and seeds for disaster relief.
Third, deepen effective connectivity and promote common prosperity
9. Consolidate and expand our achievements in poverty alleviation and building a moderately prosperous society. 11. Continue to improve the northern Jiangsu rural housing "the second half" of the article. 12. We will make solid progress in the plan to double rural income in ten years. 14. Develop efficient and specialized agriculture. We will vigorously develop modern rural industries within counties with obvious comparative advantages, ecological friendliness, safe and reliable production, strong ability to promote agriculture and rural areas, and large employment capacity. We will improve the county's industrial service function, strengthen the integration of industrial chain and innovation chain, and promote the concentration of industries in parks. Central kitchen, staple food processing, leisure food and other industries will be laid out in the suburbs, and new business forms such as "central kitchen +" will be developed. 18. Support local farmers to find jobs and start businesses. 19. Promoting green and low-carbon development in agriculture and rural areas. We will consolidate the effect of banning and returning fishing in the Yangtze River, and deepen special efforts to crack down on illegal fishing. We will strictly carry out trials to ban fishing in lake aquatic life reserves throughout the year, scientifically increase aquatic life resources in lakes, and scientifically capture and protect the ecology of waters outside lake protection areas. We carried out 15 projects to tackle key technologies for green and low-carbon agricultural development.
