The national standards of the General Rules for the Construction of High-Standard Farmland were published

The State Administration for Market Regulation (Standardization Administration) has approved and issued the General Rules for the Construction of High-standard Farmland (GB/T30600-2022), which will come into effect on October 1, 2022. This is the first revision after the release of the "General Principles of High Standard Farmland Construction" (GB/T30600-2014) (hereinafter referred to as the "General Principles") in 2014. It is also the first important national standard for farmland construction to be revised under the leadership of the Ministry of Agriculture and Rural Affairs after the reform of Party and state institutions in 2018 and the integration of farmland construction management functions into the Ministry of Agriculture and Rural Affairs.


The revision of the original General Provisions is an important measure to implement the decision and deployment of the CPC Central Committee and The State Council on strengthening the protection and construction of cultivated land, and also an important basis for unifying high-standard farmland construction standards and realizing scientific and standardized management of farmland construction projects in the new era. The newly revised General Principles aim to comprehensively improve the quality of farmland, take regional characteristics into full consideration, coordinate the construction of farmland projects and quality construction, adhere to the principles of scientific layout, classified policy, target-oriented, good farmland and grain use, ecological concept, pay attention to quality and other compilation principles, systematically improve the relevant content and technical specifications of the original General Principles, and will better guide the high-quality development of farmland construction. It is of great significance to further standardize the construction behavior of high standard farmland and improve the construction quality of high standard farmland.


In the revision of the General Principles, the concept of green development should be highlighted, facilities construction should be coordinated with land capacity improvement, scientific applicability should be highlighted, and standards should be improved. While revising the indicators of facility construction, the relevant indicators of land capacity improvement were supplemented and improved. Specific projects were divided into specific categories according to the construction content, and construction standards were formulated for each category in detail, which not only ensured that local construction of various projects could have a reference, but also provided effective technical reference for local construction of cultivated land quality improvement.


The main contents of the General Rules include "Basic principles", "construction area", "farmland infrastructure construction projects", "farmland fertility improvement projects" and "management requirements", which are applicable to the construction and upgrading of high-standard farmland.


The main feature of the General Principles is that it highlights measures taken in accordance with local conditions and sets construction standards in different regions. Taking full account of the effective connection with the National High Standard Farmland Development Plan (2021-2030), the country is divided into seven regions: Northeast, Huanghuai Sea, Middle and lower reaches of the Yangtze River, Southeast, Southwest, Northwest and Qinghai-Tibet, according to different construction goals, priorities, capabilities and conditions. High standards for farmland infrastructure construction and standards for farmland fertility shall be formulated in light of local conditions. The General Rules also set the indicators for the comprehensive production capacity of high-standard farmland and grain in each province, strengthening the grain production capacity orientation of high-standard farmland construction.


After the release and implementation of the General Rules, the State Administration for Market Regulation (Standardization Administration) and the Ministry of Agriculture and Rural Affairs will carry out publicity and training of national standards in various ways, so as to better guide local governments in strengthening the construction and management of high-standard farmland and consolidate the foundation of national food security.
