Suggestions on accelerating the modernization of agriculture and rural areas
(January 4, 2021)
The CPC Central Committee's Proposal for Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-term Goals for the next Five-Year period, adopted at the Fifth Plenary Session of the 19th CPC Central Committee, makes general arrangements for giving priority to agriculture and rural areas in the new development stage and promoting all-round rural revitalization, and points out the direction for the current and future work concerning agriculture, rural areas and farmers.
During the 13th Five-Year Plan period, major progress was made in the development of modern agriculture and rural revitalization got off to a good start. Annual grain output has been kept above 50 million metric tons, and the per capita income of rural residents has more than doubled that of 2010. Poverty alleviation targets and tasks for the new era were met on schedule. All rural residents were lifted out of poverty by current standards, all impoverished counties were removed from inhospitable areas, and the task of relocating poor people from inhospitable areas was completed. Absolute poverty and overall poverty in all regions were eliminated, creating a miracle in the history of poverty reduction. Rural living conditions have significantly improved, rural reform has deepened, rural society remains harmonious and stable, and rural areas will soon achieve the goal of building a moderately prosperous society in all respects at the same time. New historic achievements were made in agricultural and rural development, playing the role of a ballast stone for the Party and the country to overcome various difficulties and obstacles and stabilize economic and social development.
The 14th Five-Year Plan period is the first five years of building on this momentum and embarking on a new journey towards the second centenary Goal of comprehensively building a modern socialist country. If the nation is to revive, the countryside will be revitalized. To comprehensively build a modern socialist country and realize the great rejuvenation of the Chinese nation, the most arduous and onerous task is still in the countryside, and the broadest and deepest foundation is still in the countryside. To solve the problem of unbalanced and inadequate development, the key difficulty lies in agriculture, rural areas and farmers. There is an urgent need to strengthen the weak links in agriculture and rural areas and promote coordinated development between urban and rural areas. To build a new development pattern, the potential potential lies in agriculture, rural areas and farmers. It is urgent to expand rural demand and smooth the economic cycle between urban and rural areas. To cope with risks and challenges at home and abroad, the foundation lies in agriculture, rural areas and farmers. We urgently need to stabilize the basic market of agriculture and maintain the foundation of agriculture, rural areas and farmers. The CPC Central Committee believes that the new development stage "agriculture, rural areas and farmers" work is still extremely important, must not relax, must grasp solid. We must make solving problems related to agriculture, rural areas and farmers one of the top priorities in the Party's work, make all-round rural revitalization a major task in realizing the great rejuvenation of the Chinese nation, and mobilize the entire Party and society to accelerate agricultural and rural modernization so that farmers can live a better life.
First, general requirements
(1) Guiding ideology. We should strengthen the Party's overall leadership over the work concerning agriculture, rural areas and farmers, give priority to the development of agriculture and rural areas, design and advance both agricultural and rural modernization, pursue innovation-driven development, take high-quality development as the theme, balance development and security, fulfill the requirements for accelerating the establishment of a new development pattern, and consolidate and improve the basic rural operation system. We will deepen supply-side structural reform in agriculture, give rural development an important place in socialist modernization, fully revitalize rural industries, human resources, culture, ecology, and organizations, give full play to the functions of agricultural product supply, ecological barrier, and cultural inheritance, take the path of rural revitalization with Chinese characteristics, and speed up agricultural and rural modernization. We will accelerate the formation of a new type of relationship between industry, agriculture and urban areas, featuring mutual support from industry and agriculture, complementarity between urban and rural areas, coordinated development, and common prosperity. We will ensure that agriculture is high-quality and efficient, that rural areas are livable and employable, and that farmers are prosperous. This will provide strong support for a good start and a good start in building a modern socialist country in all respects.
(2) Objectives and tasks. In 2021, the supply-side structural reform of agriculture will be deepened, grain sown area will remain stable, output will reach over 50 million metric tons, the hog industry will develop steadily, the quality of agricultural products and food safety will further improve, farmers' income will continue to grow faster than that of urban residents, and progress in poverty alleviation will continue to be consolidated. We launched implementation of the plan for modernization of agriculture and rural areas, effectively linked the policy system and working mechanism for poverty alleviation to rural revitalization, and made a smooth transition. We launched a comprehensive campaign for rural development, improved the living environment in rural areas, made deep progress in major tasks of rural reform, and maintained harmony and stability in rural society.
By 2025, important progress will be made in the modernization of agriculture and rural areas, the modernization of agricultural infrastructure will reach a new level, rural living facilities will be initially facilitated, and the level of equal access to basic public services in urban and rural areas will be significantly improved. The structure and distribution of agricultural production have been significantly improved. The quality, efficiency and competitiveness of agriculture have been significantly improved. A modern rural industrial system has taken shape, and areas where conditions allow have taken the lead in basically realizing agricultural modernization. Progress in poverty alleviation was consolidated and expanded, and the income gap between urban and rural residents continued to narrow. Positive progress has been made in transforming rural production and lifestyle into a greener place. The use of chemical fertilizers and pesticides has continued to decrease, and the rural ecological environment has significantly improved. Notable progress has been made in the rural development campaign, and significant changes have taken place in the countryside. The vitality of rural development has been fully stimulated, the level of rural civilization has been improved, and the security guarantee for rural development has been strengthened. Farmers have significantly increased their sense of gain, happiness and security.
2. Effectively connecting the achievements in poverty alleviation with rural revitalization
(3) Establishing transition period for connection. After the poverty alleviation targets and tasks are completed, a five-year transitional period will be set for counties that have been lifted out of poverty to help them get on their feet. During the transition period, we will maintain overall stability in the existing major support policies, optimize and adjust them item by item, keep a reasonable pace, intensity and time limit, and gradually achieve a smooth transition from focusing resources on poverty alleviation to comprehensively promoting rural revitalization, and promote a historic shift in the focus of our work on agriculture, rural areas and farmers. We will promptly introduce specific measures to improve and optimize policies and ensure that there are no gaps in our work and no gaps in our policies.
4. Continue to consolidate and expand our achievements in poverty alleviation. We will improve dynamic monitoring and support mechanisms for preventing people from returning to poverty, promptly detect and provide assistance to those prone to returning to poverty, and maintain the bottom line for preventing the scale of poverty. Focusing on large and medium-sized centralized resettlement areas, we will do a solid job in providing follow-up support for relocation from inhospitable areas, continue to increase employment and industrial support, continue to improve supporting infrastructure in resettlement areas, supporting facilities in industrial parks, and public service facilities, and effectively enhance community governance capacity. We will strengthen management and oversight of the assets of poverty alleviation projects.
5. Promoting rural revitalization in areas that have been lifted out of poverty. We will carry out a campaign to improve planting and breeding industries with local characteristics in poverty alleviation areas, carry out extensive activities to coordinate production and marketing of agricultural products, and deepen and expand support for consumption. We will continue to do a good job in exporting organized labor. We will make good use of public welfare positions and provide employment assistance to qualified people who have difficulty finding jobs. We will promote the use of work relief in agricultural and rural infrastructure construction to attract more people out of poverty and low-income people to find jobs on the spot. We will focus on building a number of major regional and trans-regional infrastructure projects in poverty alleviation areas. We will increase support for rural revitalization in counties lifted out of poverty. We will identify a number of key rural vitalization counties in the western region that have been lifted out of poverty. We will support local governments in independently selecting some counties that have been lifted out of poverty as key counties for rural vitalization. We will adhere to and improve mechanisms for coordination and pairing support between the eastern and western regions, and for nongovernmental forces to participate in helping and providing assistance.
6. Providing regular assistance to low-income rural residents We will carry out dynamic monitoring of low-income rural population and provide assistance at different levels. We will continue to provide development-oriented assistance to low-income rural people who are able to work, help them improve their internal development capacity, develop industries, participate in employment, and get rich through hard work. Those out of poverty who have lost the ability to work and cannot earn a stable income through industrial employment will, on the basis of the existing social security system, be included in rural subsistence allowances or assistance and support for people in extreme poverty in accordance with relevant regulations, and receive timely special and temporary assistance according to the type of hardship.
3. Accelerating agricultural modernization
7. Improving our capacity to ensure the supply of grain and major agricultural products Local Party committees and governments at all levels should shoulder the political responsibility for food security and share the responsibilities of the Party and government. We will fully implement the strategy to ensure the security of major agricultural products, improve the system of provincial governors' responsibility for food security and the system of mayors' responsibility for the "vegetable basket", and ensure the security of the supply of grain, cotton, oil, sugar, and meat. During the 14th Five-Year Plan period, all provinces (autonomous regions and municipalities directly under the Central government) should stabilize the grain sown area and increase the yield per unit area. We will strengthen the development of functional areas for grain production and protected areas for the production of important agricultural products. We will develop a national industrial belt for food security. We will stabilize subsidies to grain farmers and ensure that they earn reasonable returns. We will further adjust the agricultural structure and promote the cultivation of better varieties, improved quality, brand building and standardized production. We will encourage the development of high-quality forage fodder such as silage corn, stabilize soybean production, and take multiple measures to develop oilseed crops such as rape and peanut. We will improve the support policy system for major grain-producing counties. We will expand trials of full cost insurance and income insurance for rice, wheat, and corn, and support eligible provinces in reducing the proportion of county-level subsidies for agricultural insurance premiums for the three grain crops in major grain-producing counties. We will deepen the quality grain project. We will accelerate the establishment of a modern farming system, protect the basic production capacity of pigs, improve the long-term mechanism for the steady and orderly development of the pig industry, actively develop the cattle and sheep industry, continue to implement the action to revitalize the dairy industry, and promote green and healthy aquaculture. We will promote the construction and management reform of fishing ports. We will promote the development of woody grain, oil and forestry. We will improve the distribution of agricultural trade, implement the strategy of diversifying agricultural imports, and support enterprises in integrating into the global agricultural supply chain. We will maintain high pressure against smuggling of key agricultural products. Port quarantine and prevention and control of invasive alien species will be strengthened. We will carry out a food conservation campaign to reduce the loss and waste of food in production, circulation, processing, storage and consumption.
(8) Fight hard to turn the seed industry around. Seeds are the foundation of agricultural modernization. We will strengthen the protection, development and utilization of agricultural germplasm resources, accelerate the third round of investigation and collection of crop germplasm resources and livestock and poultry germplasm resources, and strengthen the building of national germplasm banks for crops, livestock and Marine fishery organisms. Long-term stable support for basic breeding research and key breeding projects. We will accelerate the implementation of major scientific and technological projects in agricultural biological breeding. We will deepen joint efforts to tackle key problems related to crop and livestock breeding. We will carry out a new round of plans for genetic improvement of livestock and poultry and upgrade the modern seed industry. Respect science, strict supervision, orderly promote the industrialization of biological breeding application. Ipr protection in the field of breeding will be strengthened. We will support leading seed industry enterprises in establishing and improving commercial breeding systems, accelerate the construction of a southern breeding Silicon Valley, strengthen the construction of seed production bases and improved seed breeding systems, study subsidy policies after the research and development and promotion of major varieties, and promote the integrated development of breeding, breeding and promotion.
9. Resolutely upholding the red line of 1.8 billion mu of arable land. We will coordinate the layout of functional Spaces for ecology, agriculture, and urban areas, draw scientific boundaries for the management and control of various types of Spaces, and strictly implement land use control. Adopt "long teeth" measures to implement the most stringent cultivated land protection system. We will strictly prohibit the illegal occupation of farmland, afforestation and lake digging for landscaping in violation of natural laws, strictly control the occupation of farmland for non-agricultural purposes, carry out special campaigns to crack down on unappropriated farmland for building houses in rural areas, and resolutely prevent the use of farmland for non-agricultural purposes or for non-grain production. The priority for the utilization of cultivated land should be clearly defined. Permanent basic farmland should be mainly used for the production of grain, especially rations, while general farmland should be mainly used for the production of grain, cotton, oil, sugar, vegetables and other agricultural products and forage and feed. We will clarify the different objectives and intensity of control over cultivated land and permanent basic farmland, strictly control the conversion of cultivated land into woodland, garden land and other types of agricultural land, and strengthen supervision over the use of land transfer to ensure that the quantity and quality of cultivated land are not reduced. We will implement a new round of plans for developing high-standard farmland, raise its standards and quality, improve the mechanism for managing and protecting farmland, raise funds for development through multiple channels, and jointly increase central and local investment in the development of high-standard farmland in major grain-producing areas. By 2021, we will build 100 million mu of high-standard farmland with high and stable yields in drought or flood. The cultivated land increased in the construction of high standard farmland will be adjusted in the province as the index of the balance and supplement of cultivated land, and the income will be used in the construction of high standard farmland. We will strengthen and improve management of the balance between the appropriation and replenishment of farmland used for construction, and strictly verify, confirm and supervise the addition of farmland. We will improve the monitoring and supervision mechanism for the quantity and quality of cultivated land, strengthen supervision of cultivated land protection and supervision of law enforcement, and assess the responsibility targets of provincial-level governments for protecting cultivated land during the 13th Five-Year Plan period.
10. Strengthening support for modern agricultural technology and material equipment. We will continue to build supporting facilities and modernize large and medium-sized irrigated areas. By 2025, all existing reservoirs in danger will be strengthened. We will uphold self-reliance and self-improvement in agricultural science and technology, improve the mechanism for stable support for basic research in agricultural science and technology, deepen institutional reform, and develop a number of platforms for innovation bases. We will deepen scientific and technological support for rural vitalization. We will support colleges and universities in providing intellectual services for rural revitalization. We will strengthen the system of socialized services for agricultural science and technology, and deepen the system of special commissioners for science and technology. To create a national Center for Tropical Agricultural Science. We will improve our capacity for independent research and development of agricultural machinery and equipment, support the research and development and manufacturing of high-end intelligent agricultural machinery and equipment in hills and mountainous areas, increase subsidies for the purchase of agricultural machinery, and provide subsidies for the operation of agricultural machinery. We will strengthen the establishment of animal epidemic prevention and control systems for crop diseases and pests, and improve our capacity for prevention and control.
11. Building a modern rural industrial system. Relying on rural resources, we will build the whole industrial chain of agriculture, leaving the main part of the industrial chain in the county, so that farmers can share more of the benefits of industrial value-added. We will accelerate the improvement of the standard system for the whole industrial chain of modern agriculture, encourage new types of agricultural business entities to produce according to standards, and foster "paceseters" of standards for leading agricultural enterprises. Based on the county layout of primary processing and intensive processing of special agricultural products, the construction of modern agricultural industrial park, agricultural industry strong town, advantageous characteristic industry cluster. We will promote the development of public markets for agricultural products and backbone networks for the distribution of agricultural products. We will develop high-quality routes for leisure agriculture and rural tourism and improve supporting facilities. We will promote the development of demonstration parks and science and technology demonstration parks for the integrated development of primary, secondary and tertiary industries in rural areas. We will take agricultural modernization demonstration zones as an important step in promoting agricultural modernization. Focusing on improving the modernization of the agricultural industrial system, production system and management system, we will establish an indicator system and strengthen the integration of resources and policies. By 2025, about 500 demonstration zones will be created by counties (cities and districts), forming a pattern of advancing agricultural modernization in steps. Establish modern forestry industry demonstration zones. We will organize a campaign to revitalize ten thousand villages with ten thousand enterprises. We will steadily promote statistical accounting of agriculture and related industries that reflect the value of the whole industrial chain.
12. Promoting green agricultural development We will implement the national Black land protection Project and promote conservation farming. We will improve the system of fallow crop rotation. We will continue to reduce the use of chemical fertilizers and pesticides and increase their efficiency, and promote green products and technologies for the prevention and control of crop diseases and insect pests. We will strengthen the utilization of livestock and poultry waste as resources. We will comprehensively implement the comprehensive utilization of straw and the recycling of agricultural film and pesticide packaging, and strengthen research and development of degradable agricultural film. We will build a number of demonstration counties in the Yangtze Economic Belt and the Yellow River Basin to comprehensively control pollution from non-point agricultural sources. We will support the development of national pilot zones for green agricultural development. We will strengthen supervision over the quality and food safety of agricultural products, develop green agricultural products, organic agricultural products, and agricultural products with geographical indications, try out a standard certification system for edible agricultural products, and promote the establishment of national counties for the quality and safety of agricultural products. We will strengthen conservation of aquatic living resources, promote capacity building of fishery administration law enforcement with emphasis on the Yangtze River, ensure the effective implementation of the 10-year fishing ban, and ensure the resettlement of fishermen who have returned from fishing. We will develop water-saving agriculture and dry farming. We will work to comprehensively control desertification, stony deserts, soil erosion in sloping farmland, prevent and control soil pollution, and protect and control groundwater in key regions. We will connect water systems and comprehensively improve rural water systems, and strengthen the system of river and lake chiefs. We will consolidate the progress made in returning farmland to forest and grassland, improve policies, and move forward in an orderly manner. Implement the forest chief system. We will carry out large-scale afforestation campaigns in a scientific manner. We will improve policies for subsidizing and rewarding grassland ecological conservation, promote the prohibition of grazing on grasslands, rotate grazing on grasslands and rest grazing on grasslands, strengthen the prevention and control of rodent damage on grasslands, and steadily restore the grassland ecological environment.
13. Promoting the development of a modern agricultural operation system. We will give priority to family farms and farmers' cooperatives, and encourage the development of diversified and appropriately scaled operations. We will carry out the family farm cultivation program to cultivate large-scale agricultural businesses into dynamic family farms. We will improve the quality of farmers' cooperatives and give more support to those that operate properly. We will develop and strengthen specialized and socialized agricultural service organizations, and introduce advanced and applicable varieties, inputs, technologies and equipment to small farmers. We will support market entities in building regional comprehensive service centers for the whole agricultural industry chain. We will support leading enterprises in agricultural industrialization in innovating and developing and growing bigger and stronger. We will deepen comprehensive reform of supply and marketing cooperatives, carry out trials of integrated cooperation in production, supply and marketing, and credit, and improve comprehensive platforms for farmers' production and livelihood. We will cultivate high-quality farmers, organize participation in skill evaluation and academic education, and set up skill competitions specifically for farmers. We will attract talents from all urban areas to start businesses and make innovations in rural areas, and participate in rural revitalization and modern agricultural development.
Fourth, we will vigorously carry out the rural development campaign
14. Accelerating village planning. By 2021, we will basically complete the formulation of county-level territorial spatial plans and clarify the classification of village layout. We will actively and orderly push forward the formulation of practical village plans for the integration of multiple plans, and realize the full coverage of village plans for villages with conditions and needs as soon as possible. Villages that have not been planned for the time being will be built in strict accordance with the requirements for use control and construction management set out in the territorial spatial plans at the county and township levels. The compilation of village planning should base on the existing foundation, retain the characteristics of the countryside, do not carry out large-scale demolition and construction. We will carry out all construction projects in an orderly manner according to the plan, and seriously investigate and punish irregularities in the construction of the bank. We will improve the laws, regulations and supervision system for the quality and safety of rural housing construction, and complete the investigation and rectification of potential safety hazards within three years. We will improve construction standards and norms and improve the design and construction quality of rural housing. We will continue to renovate dilapidated rural houses and quake-resistant rural houses in areas fortified by high-intensity earthquakes. We will strengthen guidance on village features, and protect traditional villages, traditional houses, and historic and cultural villages and towns. We will strengthen protection of cultural heritage sites in rural areas. Rural development is for the benefit of farmers. We should adapt ourselves to local conditions and work steadily without blowing wind. We must strictly regulate the withdrawal of villages and refrain from forcing farmers to go upstairs against their will, so as to ensure that good deeds are done and practical things are achieved.
15. Strengthening rural public infrastructure. We will continue to focus on rural areas and extend public infrastructure to villages and households. We will implement the project to smooth rural roads. We will implement hardening roads in natural villages (groups) with large populations in an orderly manner. We will strengthen the construction of rural resource roads, industrial roads, tourist roads and main roads in villages. We will promote more rural road construction projects to provide access to villages and households. We will continue to support rural road development in accordance with regulations through central vehicle purchase tax subsidies to local governments, transfer payments for the reform of refined oil taxes and fees, and local government bonds. We will continue to demonstrate the establishment of "four good rural roads". The road chief system will be fully implemented. We will carry out demonstration work on integrating urban and rural transportation. We will strengthen inspections of potential safety hazards on rural roads and Bridges, and ensure that the main responsibility for their management and maintenance is implemented. We will strengthen oversight of rural road traffic safety. We will implement the project to ensure water supply in rural areas. We will strengthen the construction of small and medium-sized reservoirs and other stable water source projects and the protection of water sources, carry out large-scale water supply projects and standardized renovation of small projects, and promote the integration of urban and rural water supply in areas where conditions permit. By 2025, the penetration rate of tap water in rural areas will reach 88 %. We will improve the mechanism for setting water prices and charges for rural water and the long-term operation mechanism for projects. We will carry out a project to build clean energy in rural areas. We will step up efforts to build rural power grids and comprehensively consolidate and improve rural electricity supply. We will promote the supply of gas to rural areas, and support the construction of safe and reliable rural gas storage stations and micro-pipe network gas supply systems. Developing biomass energy in rural areas. We will strengthen the clean use of coal. We will implement the project to build and develop digital villages. We will promote simultaneous planning and construction of rural gigabit optical networks, fifth-generation mobile communications (5G), and the mobile Internet of Things with cities. We will improve the compensation mechanism for universal telecommunications services and support the development of information and communication infrastructure in rural and remote areas. We will accelerate the construction of space-based facilities such as remote sensing satellites for agriculture and rural areas. We will develop smart agriculture, establish a big data system for agriculture and rural areas, and deeply integrate next-generation information technology with agricultural production and operation. We will improve the comprehensive agricultural meteorological monitoring network and enhance our ability to prevent agricultural meteorological disasters. We will strengthen digital and intelligent development of rural public services and social governance. We will carry out the project to upgrade comprehensive service facilities at the village level. We will strengthen the construction of village-level passenger transport stations, cultural and sports facilities, public lighting and other service facilities.
16. Implementing a five-year campaign to improve rural living environment. We will advance the rural toilet revolution in an orderly manner, accelerate research and development of technologies and products suitable for sanitary toilets in arid and cold regions, and strengthen the renovation of rural toilets in the central and western regions. We will coordinate the upgrading of rural toilets and the treatment of sewage and black and smelly water bodies, and build sewage treatment facilities in light of local conditions. We will improve the system for collecting, transporting and disposing of rural household waste, reduce the amount by source classification, treat and utilize it as a resource, and build facilities for the comprehensive treatment and utilization of organic waste. We will improve the mechanism for managing and protecting facilities for rural living environments. Where conditions permit, we will promote third-party governance of integrated urban and rural sanitation. We will deepen efforts to clean and green villages. We will launch demonstration activities to create beautiful and livable villages and beautiful courtyards.
17. Improving basic public services in rural areas. We will establish a mechanism for balanced allocation of public resources between urban and rural areas, strengthen coordination between counties and villages in providing basic public services in rural areas, and gradually unify standards and systems. We will improve the quality of education in rural areas, increase the supply of inclusive pre-school education resources in rural areas through various channels, continue to improve the conditions for boarding schools in towns and townships, retain and run necessary small-scale rural schools, and build, upgrade or expand a number of senior high schools and secondary vocational schools in county towns and central towns. We will improve the mechanism for guaranteeing special education in rural areas. We will promote exchanges between principals and teachers of compulsory education schools in counties and support the building of a community of urban and rural schools. To meet farmers' needs for employment and entrepreneurship, we will develop vocational and technical education and skill training, and build a number of bases for integrating production and education. Carry out farm education. We will accelerate the development of rural-oriented online education. We will intensify efforts to develop agriculture-related colleges and universities, agriculture-related vocational colleges, and agriculture-related disciplines. We will comprehensively promote the construction of healthy villages, improve the standard construction of village clinics and improve health management, promote the transformation of rural doctors into practicing (assistant) physicians, and improve the level of community-level health services by sending and visiting doctors. We will improve the medical service capacity of township health centers, and select and build a number of central health centers. We will strengthen the construction of county-level hospitals, and continue to enhance the capacity of county-level disease control and prevention agencies to respond to major epidemics and public health emergencies. We will strengthen the construction of compact medical communities at county level, and exercise budgetary management over total medical insurance coverage. We will strengthen health services for key groups such as women and children, the elderly and the disabled. We will improve the employment policy and service system that balance urban and rural areas, and promote the extension of public employment service institutions to rural areas. We thoroughly implemented the vocational skills improvement plan for the new generation of rural migrant workers. We will improve the unified system of basic medical insurance for non-working urban and rural residents, reasonably raise government subsidies and individual contributions, and improve the system of medical insurance and assistance for serious diseases. We will implement the mechanism for determining and regularly adjusting basic old-age insurance benefits for non-working urban and rural residents. We will promote the coordinated development of the urban and rural subsistence allowance systems and gradually improve the quality of services for people living in extreme poverty. We will strengthen care services for rural left-behind children and women, the elderly and children in need. We will improve a three-tier old-age service network connecting counties and villages, promote the construction of village-level old-age service facilities such as happiness homes and day care centers, and develop inclusive old-age services and mutual support for the elderly in rural areas. We will promote the development of non-profit funeral facilities in rural areas. We will integrate urban and rural public cultural services, and carry out innovative cultural projects to benefit the people.
18. Comprehensively promoting rural consumption. We will move faster to improve the three-tier rural logistics system at the county and village levels, upgrade rural delivery and logistics infrastructure, expand the flow of e-commerce into rural areas and the flow of agricultural products out of rural areas into cities, and effectively link production and consumption between urban and rural areas. We will promote the upgrading of durable consumer goods for rural residents. We will accelerate the construction of cold chain logistics facilities for storage and preservation of agricultural products, and promote the construction of cold chain facilities for storage and preservation of small warehouses in Tiantou, low-temperature direct distribution centers in producing areas, and key national cold chain logistics bases. We will improve policies to support rural consumer services, develop both online and offline service outlets, promote convenient, refined and high-quality development, meet the needs of rural residents to upgrade consumption, and attract urban residents to spend in rural areas.
(19) Accelerating integrated urban and rural development in counties. We will promote a new type of urbanization that puts people at the center and promote the coordinated development of large, medium and small cities and towns. We will take counties as an important entry point for integrated urban and rural development, strengthen overall planning and top-level design, eliminate the institutional disadvantages of separating urban and rural areas, and accelerate the opening up of institutional channels for equal exchange and two-way flow of factors of production between urban and rural areas. We will coordinate the spatial distribution of county industries, infrastructure, public services, basic farmland, ecological protection, urban development, and village distribution, strengthen the comprehensive service capacity of county towns, turn towns and townships into regional centers serving farmers, and connect and complement the functions of counties and villages. Expand county economy, undertake suitable industrial transfer, cultivate pillar industries. We will speed up the development of small towns, improve infrastructure and public services, and give full play to the role of small towns in connecting cities and serving rural areas. We will promote urbanization with county seats as an important carrier, and develop county seats in areas where conditions permit in accordance with the standards of small cities. We will actively expand power and strengthen towns, and plan to build a number of key towns. We will carry out trials for comprehensive improvement of rural land. We will promote local citizenization of rural migrant workers who work in counties, and increase the supply of housing that meets the rigid demand of rural residents in cities. We will encourage local governments to build start-up parks and incubating and training bases for returnees.
20. We will strengthen funding for priority development in agriculture and rural areas. We will continue to give priority to agriculture and rural areas in general public budgets. Investment from the central government budget will give greater priority to agriculture and rural areas. We will formulate and implement measures to assess the proportion of proceeds from the sale of land used for agriculture and rural areas, and ensure that the proportion is increased in accordance with regulations. All regions and departments should further improve the long-term mechanism for coordinating and integrating agriculture-related funds. We will support local governments in issuing general and special bonds for the development of modern agricultural facilities and rural development, formulate and issue operational guidelines, and reserve high-quality projects. We will give full play to the leading role of government input, support the establishment of rural revitalization funds through market-based methods, leverage the participation of financial capital and private sectors, and focus on supporting the development of rural industries. We will adhere to the purpose of serving agriculture and continue to deepen rural financial reform. We will use policy tools such as re-lending and rediscounting to support agriculture and small businesses, implement the most favorable reserve requirement ratio, increase support for financial institutions with legal entities and business operations in counties, and encourage rural financial institutions to return to their roots. Encourage banking and financial institutions to set up internal institutions to serve rural revitalization. We will clarify the responsibilities of local governments for oversight and risk management, and carry out trials of credit cooperation within farmers' cooperatives in a prudent and standardized manner. We will maintain overall stability in the status and number of legal persons of rural credit cooperatives and other county-level rural financial institutions, and do a good job in supervision and management, risk mitigation, and deepening reform. We will improve the governance structure and internal control mechanism of agriculture-related financial institutions, and strengthen the supervision responsibility of financial regulatory departments. We will support cities and counties in establishing region-shared databases of agriculture-related credit information, and basically complete a relatively complete credit system for new agricultural operating entities within three years. We will develop digital financial inclusion in rural areas. We will vigorously carry out small credit loans for rural households, loans pledged for insurance policies, and mortgage loans for agricultural machinery and greenhouse facilities. We will encourage the development of specialized financial products to support new types of agricultural businesses and new rural industries and forms of business, and increase primary and credit lending. We will increase medium - and long-term credit support for investment and financing in agricultural and rural infrastructure. Strengthen the quantitative assessment of the amplification times of agricultural credit guarantee and increase the scale of agricultural credit guarantee. We will gradually extend the practice of substituting subsidies for local advantaged-characteristic agricultural products insurance to the whole country. We will improve the agricultural reinsurance system. Give play to the role of "insurance + futures" in serving the development of rural industries.
21. Deepening rural reform. We will improve the rural property rights system and the market-based allocation mechanism of factors of production to fully stimulate the internal driving force for rural development. We will continue to uphold collective farmer ownership of rural land and the fundamental role of household contract operations. We will carry out trials to extend the second round of land contracts for another 30 years after their expiration in an orderly manner, keep rural land contract relationships stable and permanent, and improve the service system for transferring land management rights. We will actively explore and implement a market system for rural collective, for-profit construction land. We will improve the policy for invigorating existing rural land for construction, implement negative list management, and give priority to ensuring rural industrial development and rural construction land. According to the actual needs of the distribution of rural leisure and tourism industries, flexible and diverse new ways of land supply will be explored. We will strengthen management of land used for housing use, steadily advance the trial reform of the system of rural land used for housing use, and explore effective ways to realize the separation of ownership, qualification, and use rights of land used for housing use. We will standardize the daily registration and certification of integrated housing sites. We will standardize the link between the increase and decrease of urban and rural construction land, and improve the procedures for examination and approval, the adjustment of savings targets, and the mechanism for income distribution. By 2021, we will basically complete the phased task of reforming the rural collective property rights system and develop and strengthen a new type of rural collective economy. We will ensure that farmers who have settled in cities have the right to contract land, the right to use residential land, and the right to distribute collective income, and study and formulate specific measures for voluntary and remunerative transfer in accordance with the law. We will strengthen the construction of network platforms for rural property rights transfer transactions and management information, and provide comprehensive transaction services. We will accelerate the informatization of comprehensive agricultural administrative law enforcement. We will continue to comprehensively reform the pricing of water for agricultural use. We will continue to deepen reform of the rural collective forest rights system.
5. Strengthen the Party's overall leadership over work related to agriculture, rural areas and farmers
(22) Strengthening the working mechanism of the fifth-level secretaries to focus on rural revitalization. To comprehensively promote rural revitalization is no less profound, broad and difficult than poverty alleviation. We must take stronger measures and pool stronger forces. We should thoroughly implement the Regulations of the Communist Party of China on Rural Work, improve the leadership system for rural work under the overall coordination of the central committee, overall responsibility of the provinces, and implementation by cities, counties and townships. We should apply the working mechanisms formed in poverty alleviation, such as organizational promotion, production factor guarantee, policy support, collaborative assistance, evaluation and supervision, to rural revitalization in light of actual needs. We will establish a sound system for rural vitalization that integrates all aspects of the work, adopts targeted policies, and achieves the ultimate goal. Party committees at the provincial, city and county levels should regularly study rural revitalization work. County party secretaries should focus on the work of "agriculture, rural areas and farmers". A system of liaison points for rural vitalization should be established, and leading Party committees and government officials at the provincial, city and county levels should determine contact points. We will carry out rotation training on rural revitalization for Party secretaries at the county and village levels. We should strengthen the Party's leadership over the work of rural personnel, incorporate the revitalization of rural personnel into the overall plan of the Party Committee's work on personnel, improve the personnel training mechanism suitable for the characteristics of rural areas, and strengthen the incentives and constraints for talents to serve rural areas. We will speed up the development of a team of cadres for rural vitalization with strong political skills and work style, select and assign outstanding cadres to front-line posts for rural vitalization, use rural vitalization as a broad stage for training cadres, and give priority to officials who perform well in tough areas and key posts.
23. Strengthening the building of the Leading Group for Rural Affairs of the CPC Committee and its working organs. We should give full play to the leading group for rural Affairs of the Party Committees at all levels to play a leading role in overall planning and coordination, and solicit the opinions of the Leading Group for Rural Affairs of the Party Committees and put on record important agriculture-related policies adopted by member units. All localities should focus on the goals and tasks of the "Five Major revitalization", set up special groups or task groups led by Party committees and government leaders, set up accounting books for implementation, and consolidate work responsibilities. We will strengthen the functions of the Office of the Party Committee's Leading Group for Rural Work, such as advising on decision-making, coordinating, providing policy guidance, promoting implementation, and supervising and inspecting. We will decompose key tasks in the work concerning agriculture, rural areas and farmers every year, assign them to all responsible departments, and regularly dispatch work progress. We will strengthen the institutional setup and personnel allocation of the office of the Party Committee Leading Group for Rural Affairs.
24. Strengthening the building of Party grass-roots organizations in rural areas and rural governance. We will give full play to the leading role of rural grass-roots Party organizations and continue to promote rural revitalization through Party building. We will carry out centralized elections in towns and villages in an orderly manner, and select and strengthen township leaders and members of the village "two committees", especially village Party secretaries. In places where conditions permit, we will actively encourage village Party secretaries to serve as heads of villagers' committees through legal procedures, in accordance with local conditions, and do not adopt a one-size-fits-all approach. Members of the village affairs supervision committees will be selected and strengthened at the same time as the new leadership, and grassroots discipline inspection and supervision organizations will strengthen communication and coordination with the village affairs supervision committees. We will resolutely punish corruption that infringes on farmers' interests. We will adhere to and improve the system of appointing first secretaries and working teams to key villages. We will increase efforts to recruit outstanding young rural people as Party members, provide more incentives and care to community-level cadres in rural areas, raise wage subsidies, improve working and living conditions, and help solve practical difficulties. We will promote the standardization of village committees and the "sunshine project" to make village affairs public. We will carry out pilot and demonstration projects for rural governance. We will create model villages for democracy and the rule of law, and foster rural model households for learning and using law. We will strengthen the construction of rural people's mediation organizations and promote local settlement of conflicts and disputes. We will deepen efforts to build a safe countryside. We will establish and improve a regular mechanism for eradicating gang crimes in rural areas. We will strengthen the construction of emergency management and fire safety systems in counties and villages, and do a good job in risk assessment, monitoring, early warning, and emergency response to major events such as natural disasters, public health and hidden safety risks.
25. Improving rural cultural and ethical progress in the new era. We will expand the development of centers for practicing civilization in the new era and deepen mass activities to promote cultural and ethical progress. Make good use of county-level media center. We will carry out propaganda activities in rural areas to "listen to the Party, feel the Party's kindness and follow the Party's lead". We will dig deep into, inherit and innovate fine traditional local culture, combine protection, inheritance, development and utilization, and enshrine a new era in the Chinese agricultural civilization. We will continue to promote the transformation of rural customs and customs, promote the points-based system, moral review councils, and red-and-white councils, and strengthen efforts to address undesirable practices such as high dovey prices, comparison of human relations, lavish burial and poor maintenance, extravagance and feudal superstition, so as to foster civilized village style, good family style, and honest and simple folk style. We will intensify efforts to crack down on illegal religious activities and overseas infiltration activities in rural areas, and stop the use of religion to interfere in rural public affairs in accordance with the law. The Chinese Farmers' Harvest Festival will be held well.
26. Improving the evaluation and implementation mechanism for rural vitalization. The Party committees and governments of each province (autonomous region and municipality directly under the Central Government) report annually to the CPC Central Committee and The State Council on the progress made in implementing the rural revitalization strategy. We will assess the performance of city and county Party and government leading bodies and officials in rural vitalization, including the content of comprehensive assessment and evaluation of the party and government leading bodies and officials, strengthen the application of assessment results, and pay attention to the promotion and use of city and county Party and government leading officials with outstanding achievements in rural vitalization. We will conduct interviews with leading Party members and government officials at city and county levels who lag behind in assessment rankings and perform their duties poorly, and establish a regular interview mechanism. The achievements of consolidating and expanding poverty alleviation will be included in the evaluation of rural vitalization. We will strengthen oversight of rural vitalization, innovate and improve oversight methods, promptly identify and resolve existing problems, and promote the implementation of policies and measures. We will continue to correct formalism and bureaucracy, and make the alleviation of unreasonable burdens on village-level organizations a priority in the supervision and inspection of the central and community-level authorities. Adhere to seek truth from facts, administration in accordance with the law, grasp the timing and effectiveness of all rural work. We will strengthen publicity for rural vitalization and create a strong atmosphere for the whole society to jointly promote rural vitalization.
