All rivers and lakes will have "river chiefs" in charge. The "river chief system" has been in effect in Nanjing for three years, but this "river chief" is not another "river chief". The reporter learned from the water department, in the past, the city set up "river chief", mainly for black and smelly river, "river chief" main work is to control pollution overall. This time, the "river chief" will cover all the city's 821 rivers, 251 reservoirs and 10 lakes, and all the work of sewage treatment, flood prevention, scientific water transfer and effective water saving will be under the overall management of the "river chief".

The "river chief system" will have a strict organizational mechanism: a "general river chief" will be established at the municipal level, and members of leading groups at all levels will serve as the river chief, which will be promoted jointly by relevant departments. The city constructs a four-level "river chief system" organizational system of the city, district, town, street and village communities. The chief river chief of the city is held by the main leaders of the municipal Party committee and the municipal government, and assumes the general supervision and operation responsibilities. Major rivers and lakes shall be river chiefs at the municipal level, which shall be held by municipal leaders. Each district, town street and village community where the rivers and lakes are located shall set up river chiefs in different levels and be held by relevant persons in charge. The city Qinhuai River, Yangtze River, Xuanwu Lake, Jinchuan River, Gucheng Lake, Shiwu Lake and other important water bodies have made it clear that the city leaders as "river chief".

The "Implementation Opinions" set the water environment improvement target for the "river chiefs" : by the end of 2017, basically complete the task of flood control and danger, improve the flood control and drainage capacity, basically eliminate the black and smelly water bodies in the built-up areas, and gradually raise the water quality of the water functional areas to meet the standards. By the end of 2018, we will speed up efforts to improve embankments in river basins and key river channels in the region, effectively improve our ability to manage and protect river channels and ensure flood control and safety, and eliminate black and smelly water bodies in river channels throughout the city. By 2020, the river basin and regional backbone river levees will be basically completed, the city's backbone flood control system will be further improved, the city's water environment quality will be generally improved, the water ecosystem functions will be basically restored, the city's river management and protection will be gradually modernized, and the water quality in the Yangtze River, Chuhe River, Qinhuai River, Shuiyang River, Gucheng Lake, Shiwu Lake and other important water bodies will be steadily improved; The water quality of key examination sections continues to reach the standard; The water quality of key water functional areas reached the standard rate, and the proportion of quality above class III reached the provincial target. The standard rate of centralized drinking water source above district level is 100 %.
