On March 15, Zhang Jinghua, member of the Standing Committee of the CPC Provincial Committee and Party Secretary of the CPC, made a special investigation on the improvement and promotion of water environment.

During the investigation, Zhang Jinghua first went to the Qiqiao Weng Park section of the Outer Qinhuai River to check the water quality standards of the section on the spot, and listened to the introduction of the water quality control of the Qinhuai River system, and understood the water quality improvement plan and relevant measures of the city's key sections in detail. Ming Royal River Yudao Street Wulong Bridge section, the water green bank, the former river black stink, dirty river bank phenomenon has been greatly changed. Zhang Jinghua inspected the remediation situation on the spot, understood the progress and effectiveness of the city's black and smelly river improvement, and fully affirmed the practice of paying equal attention to management and long-term management.

In the work forum held later, Zhang Jinghua said that water is the source of life, production and ecological foundation, the quality of water environment, the people are the most concerned and feel the most direct. Promoting water environment governance, protecting and improving urban water quality is a tough battle that must be won to build a well-off society in an all-round way at a high level and promote the construction of a "strong, rich, beautiful and high" new Nanjing with high quality. In recent years, under the joint efforts of the whole city, the water environment quality of our city has been improved, but at the same time there are also many problems and weak links, mainly sewage collection pipe network and treatment facilities lag, section water quality standards, the overall improvement of water quality is still facing heavy tasks, we should attach great importance to, take effective measures to solve the comprehensive system.

We will fight a tough battle to eliminate black and smelly water bodies in the whole city, and comprehensively promote the construction of black and smelly water bodies outside the district and the improvement of black and smelly rivers and ponds in rural areas. We need to fight a tough battle to divert rain and pollution, prioritize drainage and pipe network construction, follow up construction in an orderly manner, and effectively connect onshore and underwater areas. To ensure that the water quality in key sections meets the water quality standards, we need to tackle both the symptoms and the root causes in a coordinated manner, with upstream and downstream areas and related areas promoting water supply on a regular basis. It is necessary to fight a tough battle to improve the river's tributaries, and carry out projects such as source control and pollution intercepting, dredging and dredging, drainage and water storage, and ecological restoration, so as to minimize the impact of incoming water flow on ecological protection of the Yangtze River. We will fight a tough battle of comprehensive law enforcement along river shorelines, and do a good job of protecting river shorelines and water-related projects, as well as regulating illegal wharves and "three nots" vessels. We should fully implement the "river chief system", speed up the development of a long-term control mechanism, and raise the level of specialization and marketization. Municipal water environment improvement and promotion office should strengthen overall coordination and supervision, effectively organize, promote and implement the work of water environment improvement.
