Nanjing Sancha River Estuary Gate Management Office: Promote fine management, give play to the benefits of water conservancy projects

In order to further strengthen the management of water conservancy projects and improve the management level, the management office of Sancha River estuary Gate in Nanjing actively promotes the management innovation based on the actual situation, focuses on the implementation of the fine management of water conservancy projects, promotes the upgrading of the management level of water conservancy projects and gives full play to the comprehensive benefits of water conservancy projects.

In order to strengthen the management of water conservancy projects, promote the standardization, legalization and modernization of the management of water conservancy projects, guarantee the safety of the projects and give full play to the benefits of the projects, under the guidance of the provincial Water resources Department and the Municipal Water Conservancy Bureau, the Sancha River Management Office actively carries out the work of establishing the standard of national water pipe units. In October 2009, it successfully passed the assessment of the national water pipe unit of water conservancy project management organized by the Ministry of Water Resources. In October 2012 and January 2016, it passed the review and acceptance of the national water conservancy project management unit organized by the Yangtze River Water Conservancy Commission twice, realizing the goal of "building first-class project and creating first-class management" set by the Municipal Water Conservancy Bureau.

In recent years, the Sancha River Management Office takes the review and acceptance of the national water conservancy project management unit of the Ministry of Water Resources as the starting point, and actively promotes the fine management of water conservancy projects on the basis of standardized management. Especially in 2017, the Sancha River Management Office was identified as a fine pilot unit by Nanjing Water Conservancy Bureau. In accordance with the spirit of "Jiangsu Province Fine Management Guidelines", it further improved rules and regulations, clarified management standards, standardized operation procedures, continued to do a good job in management efficiency assessment, and constantly improved the execution force and work efficiency.

After it was identified as the pilot unit of fine management of hydraulic engineering in Nanjing, Sancha River Management Office immediately organized engineering and technical personnel to go to several units of fine and earlier water pipes in the province to conduct research and study. On this basis, combined with the actual situation of project management over the years, the management objectives were defined: To continuously improve the level of project management as the goal, closely around the focus of project management, to achieve institutionalization, process as the symbol, to information as the carrier, to system inspection, assessment as the entry point, solid and continuous promotion of fine management.

In the training process, the management office's leading group first convened middle-level cadres and technical backbones to hold a conference to promote fine management, set up the corresponding work leading group, and do a good job in the division of tasks. Secondly, by the city three branch river management department, the organization of maintenance and maintenance units to carry out relevant training. Through learning and training, all the people involved in the process of project management deeply understand and correctly grasp the rich connotation of fine management, so that they can attach importance to the idea, improve the understanding, unify the action and work actively.

Combined with the actual management, the Work Plan for Promoting Fine Management of the Management Office of Sancha Estuary Sluice in Nanjing has been formulated, and the revision of rules, regulations and implementation rules of technical management will be completed this year. Continue to do a good job of the assessment, involving the monthly, quarterly, annual assessment of the maintenance unit, the assessment of the staff of public institutions, etc., these assessment methods and rules are compiled into the technical management implementation rules of the city's Sancha River Management Office.
