In order to promote the assessment of the strictest water resources management system in the "13th Five-Year Plan", recently, the Ministry of Water Resources jointly with the National Development and Reform Commission and other 9 departments issued the "Implementation Plan of the assessment of the strictest water resources Management System in the" 13th Five-Year Plan "(hereinafter referred to as the" Implementation Plan "). According to the plan, The State Council will assess the implementation of the strictest water management system in 31 provincial-level administrative regions during the 13th Five-Year Plan period. The assessment will be conducted by the people's governments of the provincial-level administrative regions.


Based on a comprehensive summary of the assessment work during the 12th Five-Year Plan period, and in accordance with the latest requirements of the CPC Central Committee and The State Council, the Implementation Plan further optimized the assessment content and indicators, strengthened the combination of assessment and daily supervision, and added the items of "one vote veto" and "innovation bonus". Among them, there are falsification of submitted assessment data; Inadequate response to water pollution incidents in major drinking water sources has seriously affected water supply security; Violation of relevant laws and regulations, failure to implement the water scheduling plan, serious circumstances. If the above three categories occur, one vote will be applied to veto.


The Ministry of Water Resources, together with the National Development and Reform Commission and nine other departments, has formed an assessment working group on the implementation of the strictest water resources management system (hereinafter referred to as the assessment working group), which is responsible for organizing and implementing the assessment of the implementation of the strictest water resources management system in provinces, autonomous regions and municipalities directly under the Central Government, and preparing annual or final assessment reports. The Assessment Working Group Office (hereinafter referred to as the Assessment Office) is located in the Ministry of Water Resources and undertakes the daily work of the assessment working group.


According to the Implementation Plan, on the basis of the four assessment indicators during the 12th Five-Year Plan period, two assessment indicators were added, namely, the reduction of water consumption per 10,000 yuan of GDP and the reduction of total pollutants in important water functional areas. System construction mainly reflects the construction of water resources management systems that need to be established or promoted during the 13th Five-Year Plan period, including nine systems such as river chief system, water intake permit system and water resources demonstration system. The implementation of measures focuses on strengthening the implementation of specific measures of water resources management, including the implementation of four categories of measures, such as giving priority to water saving, water resources protection, supervision and management, and basic capacity; At the same time set up innovation reward and "one vote" item.


According to the Implementation Plan, the results of the annual and final assessment shall be announced to the public after being examined and approved by The State Council, and shall be handed over to the cadre departments in charge as an important basis for comprehensive assessment and evaluation of the principal persons and leading groups of the people's governments of all provincial-level administrative regions. The State Council shall circulate a circular to commend the people's governments of provincial-level administrative regions whose final assessment results are outstanding, and the relevant departments shall give priority to the arrangement of relevant projects. Units and individuals that have made outstanding achievements in the conservation, protection and management of water resources shall be commended and awarded according to the relevant regulations of the State.


Water is the foundation of survival, the source of civilization and the essential of ecology. Our population is large and water is small. The uneven distribution of space and time of water resource is very difficult. In January 2012, The State Council issued the Opinions of The State Council on Implementing the Strictest Water Resources Management System (Guofa [2012] No.3), making major strategic arrangements for water resources management. In January 2013, The General Office of the State Council issued the Assessment Measures for Implementing the Strictest Water Resources Management System (State Office of the People's Republic of China [2013] No. 2), and the Ministry of Water Resources jointly established an assessment working group to comprehensively start the assessment of the strictest water resources management system.
