On February 8, Chen Lei, secretary of the Party Leading Group and minister of the Ministry of Water Resources, presided over a meeting of the Party Leading Group (expanded) to study and implement the spirit of the national Organization of ministers meeting. Chen Lei pointed out that Comrade Liu Yunshan's important speech at the National Conference of the Heads of the Organization Department comprehensively summarized the remarkable achievements and valuable experience accumulated in the work of Party building and organization since the 18th National Congress of the CPC, and profoundly analyzed the new situation and tasks faced by the work. The general requirements, key tasks and major measures for the organization's work in 2017 have been systematically formulated, and clear requirements have been put forward for strengthening the self-improvement of organizational departments. The speeches have lofty, rich connotations, specific requirements and clear directions, which are highly ideological, targeted and instructive. Comrade Zhao Leji's work report reviewed the organizational work in 2016, expounded the understanding and experience of the promotion of organizational work since the 18th National Congress of the CPC, and made specific arrangements for organizational work in 2017.  We must thoroughly study and grasp the spirit of the National Conference of Heads of Organization Departments, earnestly unify our thinking with the central Committee's scientific judgment on the situation of organizational work, and unify our actions with the implementation of the Central Committee's decisions and arrangements on organizational work.

Chen pointed out that this year, the year of the 19th CPC National Congress, is an important year for fully implementing the 13th Five-Year Plan and building a moderately prosperous society in all respects. It is also an important year for consolidating and expanding achievements in Party self-governance and deepening comprehensive and strict self-governance. This year's organizational work is of great significance. First, we should thoroughly study and understand the spirit of the meeting and accurately grasp the overall requirements of this year's organizational work.  Comprehensively improve the level of water conservancy organization and personnel work under the new situation, and welcome the successful convening of the 19th CPC National Congress with excellent results. Second, we must earnestly implement the requirements of the central government and steadily promote the regular institutionalization of "two studies and one action" learning and education. Adhere to full coverage, normalization, emphasis on innovation, seek practical results, adhere to the leadership, the above rate, layers of demonstration, pay attention to play the main role of the Party branch, promote the "two learning and one doing" learning education into daily life, grasp often, achieve real results.  Third, we must ensure that the selection and appointment of leading officials are properly guided.  We will ensure that elected officials are assured, the people are satisfied, and officials are convinced. We should adhere to the principle of selecting people according to their respective jobs, proceeding from the needs of water conservancy development and the construction of leading bodies, and placing the most suitable people in the right positions. With a strong sense of political responsibility and historical mission, we conscientiously carried out the election of deputies to the 19th National Congress, and cooperated with the investigation of candidates for the two Committees of the 19th National Congress. Fourth, we must implement the requirements for comprehensively and strictly governing the Party, and do a good job in regular management and oversight of officials. We will seriously conduct intra-party political activities, adhere to the principle of democratic centralism, strictly implement all organizational and life systems, make good use of the powerful weapon of criticism and self-criticism, and exercise genuine, bold and long-term oversight. We will continue to catch small problems early, strengthen regular management and oversight of officials, and promptly bite our ears and pull our sleeves when faced with emerging problems, so as to prevent minor problems from turning into major problems. We will thoroughly carry out oversight work on all kinds of special projects, continue to deepen and consolidate the achievements of all kinds of special improvements, and earnestly implement the rectification of problems found by the Leading Party groups of the Ministry. We will earnestly implement the central government's requirements for promoting the promotion and promotion of leading officials as well as the rules for implementing the Leading Party groups of Ministries, improve the mechanisms for encouraging and restraining officials and for tolerating and correcting errors, and strive to create a favorable atmosphere for officials to start their own businesses and make their own achievements. Fifth, we should vigorously implement the strategy of water conservancy talents and constantly strengthen the construction of the talent team of water conservancy system. In light of the actual situation of water conservancy work, conscientiously implement the opinions on the reform of the system and mechanism of talent development, strive to implement the 13th Five-Year Plan for water conservancy talents, increase the training of high-level innovative talents, and coordinate the construction of water conservancy talents at all levels and of all types. We will actively carry out training programs for the heads and technical backbone of community-level water pipe units, do a targeted job of helping cadres and talents in Tibet, Xinjiang and Qinghai, and help poverty alleviation through water conservancy, carry out targeted poverty alleviation programs for talents, and strive to train a large number of water conservancy talents who can be retained and used at the community-level. We will improve the mechanisms for the training and development, evaluation, incentive and restraint of water conservancy talents, and build a scientific, standardized, open, inclusive, and efficient management system for the development and management of water conservancy talents, so as to form a vivid situation in which various kinds of water conservancy talents emerge in large numbers and grow healthily.

Chen Lei stressed that the human resources departments at all levels of the water conservancy system should take the lead in implementing the requirements of comprehensively and strictly governing the Party, vigorously carrying forward the fine traditions, and striving to build exemplary departments that speak politics, uphold justice, concentrate on business and have a good style of work. To adhere to the loyalty to the Party as the primary standard, as a spiritual symbol, to the heart of loyalty to the Party, choose the Party loyal people. We must abide by fair and decent professional ethics, act strictly in accordance with policies, rules and procedures, treat people fairly, identify people fairly, and employ people fairly, and be truly responsible to the Party, the cause and officials. We should carry forward the spirit of "security, specialization and puzzlement", improve the ability to know people well, the ability to perform work and the ability to assume responsibility, and strive to become an expert in organizational personnel work. To take the lead in abiding by the Party Constitution, Party regulations and Party discipline, take the lead in implementing the "Code" and "Regulations", always keep clean and honest, and establish a good image of personnel cadres of water conservancy organizations.
