The quality of water environment is stable but improving

From 2013 to 2018: the proportion of the city's surface water quality better than Class III increased from 57.1\% to 81.8\%, an increase of 24.7 percentage points, and the water quality section was not worse than Class Ⅴ. The rate of reaching the standard of centralized drinking water source above district level kept 100\% continuously.

People living near Jiaowa River in Jiangbei New District recently deeply felt the beauty of their homes -- the river just finished the regulation, the river banks from the past by vegetable fields, dry toilets, weeds crowded, dirty environment, into a wetland park birds habitat, the river from black and smelly into a crystal clear glistening flow.

The list goes on and on. In recent years, with the improvement of water environment quality as the core, Nanjing has vigorously implemented the rectification of black and smelly water bodies, the water environment of rivers and lakes, and the construction of drainage infrastructure. The water environment with clear water and green bank and shallow bottom is becoming a reality.

Eliminate black and smelly water bodies

From 2016 to 2017, 150 black and smelly river channels with a total length of 325 kilometers and 1,938 drainage outlets were regulated in the city, taking the lead in the province to basically eliminate black and smelly water bodies in built-up areas.

In 2018, the city completed the rectification of 8 black and smelly rivers and 99 rural black and smelly ponds in undeveloped areas, and implemented and improved the newly discovered problem water bodies, basically eliminating black and smelly water bodies in the whole city.

Improve water environment

In 2018, the city launched a three-year action to eliminate inferior V water bodies. So far, 72 river water environment improvement projects have been completed. Crescent Lake, Qingshui Pond, Pearl River, Nanhu River and other rivers have been regulated to reach Class IV water.

Into the river control

Since June last year, the Municipal Party Committee has established a linkage responsibility system, in which the main leaders of the four sets of municipal bodies each claim a bad V provincial control into the river and channel, and coordinate and promote the promotion at a high level.

From January to August this year, the city's 7 provincial control into the river tributaries all reach the standard.

Improve drainage facilities

Since 2016, the city has built 480km of main and secondary sewage pipe networks, and expanded 11 urban sewage treatment plants. The effluent quality of key sewage treatment plants in Jiangxinzhou, Chengbei and other cities has all reached Grade A standards. At present, there are 59 urban sewage treatment plants in our city, with a total treatment capacity of 2.55 million tons/day. 65 small water purification facilities with a total of 270,000 tons per day have been built.

Xu Xiaochun, deputy director of the municipal water Bureau, said there are more than 2,700 rivers and lakes in Nanjing, of which 569 are urban. Since the 1990s, starting from the improvement of Qinhuai River and Xuanwu Lake, Nanjing has carried out comprehensive management of the ecological environment of urban rivers and lakes. At the end of 2015, the Municipal Water Bureau was officially established, and in 2016, the headquarter for the rectification of black and smelly river was established. According to the national "Water Ten" requirements, the battle to eliminate black and smelly water bodies began.

In recent years, the city has formulated the "Action Plan of Nanjing Water Pollution Prevention and Control", "Implementation Plan of Nanjing Black and Smelly Water Body Remediation", "Opinions on Comprehensively implementing the River Chief System", "Action Plan of Nanjing Water Environment Improvement (2018-2020)", "Consolidation and Improvement Plan of Nanjing Urban Black and Smelly Water Body Treatment Effect", and revised the "Regulations of Nanjing City on Drainage". We issued the Measures for the Management of Blue Lines and opinions on river management, supervision and assessment, implemented the drainage permit system, and further improved the policies and systems for water environmental management and protection.

The city also takes the lead in comprehensively implementing the river chief system in the province. There are 3,016 river and lake chiefs at the municipal, district, town, street and village levels. All the rivers, ditches, lakes, ponds and small and micro water bodies in the city and rural areas are under the management of the city, realizing the full coverage of the river and lake chief system.
