In order to speed up the improvement of the city's water environment quality, according to the national and provincial deployment of clear water protection, Nanjing proposes to basically eliminate the inferior V class water bodies in the city by 2020, and some urban water bodies reach above Class IV, striving to achieve the regulation goal of "clear water, smooth water, green bank and beautiful scenery". In accordance with the scientific, systematic, precise and efficient water control ideas, the Municipal Water Resources Bureau has steadily promoted the water environment management work, targeted at prominent problems, and made efforts from six aspects to ensure that the target is achieved on schedule.


The first is planning guidance. In order to enhance the systematics of water control work, in recent years, Nanjing Water Environment Improvement Action Plan (2018-2020), Water Quality Assessment Standard Plan for Baota Bridge Section of Jinchuan River in 2019, and Water Quality Standard Working Plan for three Branch Estuary Section of the Outer Qinhuai River have been formulated successively. And completed the "River Blue Line Planning of Nanjing Main Urban Area", "Nanjing Urban and Rural Domestic Sewage Treatment Special Planning", "Nanjing Main City Sewage Main and Secondary Trunk Pipe Special Planning", "Nanjing Urban Drainage Project Special Planning". Adhering to the principle of "controlling water pollution and river banks first", in accordance with the requirement of "full coverage, collection and treatment" of sewage, the expansion project of 14 sewage treatment plants in Tiebei, Qiaobi and Chengnan will be pushed forward, with an additional sewage treatment capacity of nearly 1 million tons per day expected by 2020. Around the sewage systems of Jiangxinzhou, North and South of the city, the main and secondary pipe networks of 52 kilometers have been rebuilt, and the connectivity between Jiangxinzhou and South of the city and north of the city and north of the Railway has been promoted. We will fully carry out the inspection, investigation and repair of 1,400 kilometers of pipe networks in the six major sewage systems in the main city, and complete the work in the first half of next year.


The third is river regulation. We will work hard to ensure that the water quality of the seven provincially controlled sections into the river reaches the standard in a sustained and stable manner, including the Jinchuan River, the Outer Qinhuai River, the East Branch of the North Ten Li Changgou and the Chengnan River. At the same time, we will speed up efforts to improve the water environment of 10 city-controlled tributaries and 91 substandard V river channels, which will be basically completed by the end of this year, providing a strong guarantee for the elimination of substandard V water bodies by 2020.


The fourth is ecological restoration. By improving the basement environment of rivers and lakes, scientific setting of submerged plants, floating leaf plants, ecological floating beds, reasonable placement of benthic animals and fish communities, aeration and aeration, circulating water flow and other measures, the healthy ecological environment of rivers and lakes is gradually restored. By learning from Crescent Lake, Qingshui Pond and Nanhu Lake to plant underwater forest of 500,000 square meters, the successful experience of water purification and transparency has achieved good effect. Through ecological restoration measures to improve the water quality and landscape effect of the river, improve the water environment of the river.


The fifth is free flowing water. According to the basic demand scale of drainage and water refill, through connecting the water system, purifying the water source, reforming the water refill node project, expanding the scope and capacity of drainage and water refill, making full use of recycled water and tail water of energy heat pump system, and other measures, a complete river and lake joint regulation, internal and external river system connectivity, and a normal drainage and water refill mechanism supplemented by reclaimed water reuse can be established to effectively improve the river and lake water quality.


Finally, there is Nagasu Kukiyoshi. The river chief system was further promoted, and the 3,011 river chiefs of the city were encouraged to shoulder the responsibilities of "governance, management and protection", ensuring the continuous and steady improvement of water environment quality.
