The 2017 Qingjiang Operation against illegal sand mining in the Nanjing section of the Yangtze River kicked off on March 2, 2017, according to a unified deployment. Law enforcement officers from the Municipal Water Bureau, the Municipal Maritime Safety Bureau, the Yangtze River Shipping Public Security Bureau, the Water branch of the Municipal Public Security Bureau, and the Municipal Water Administration Supervision detachment carried out law enforcement patrol on patrol boats in the waters of Nanjing section of the Yangtze River. According to the data provided by Nanjing Water Administration Supervision Branch, in 2016, the city dispatched a total of 1370 trips of law enforcement boats, 521 trips of law enforcement vehicles, 8543 person-times of law enforcement personnel, seized 10 sand mining vessels, 2 transport vehicles, 19 transit ships, effectively maintaining the stability of the Yangtze River in our city, flood control safety and waterway safety.

Build an all-weather, whole-water and all-round monitoring system

City water supervision detachment responsible for Wang Laiyu introduced, the Yangtze River in Nanjing section of 97 kilometers, upstream in Jiangsu and Anhui provinces at the junction of the Monk port, downstream in Ningzhen Yang three city junction of the Avenue estuary. Sand mining vessels take advantage of these cross-provincial and cross-regional water management blind areas to "play a marginal role" in mining activities. In order to strengthen the foundation, improve the efficiency; Clear responsibilities and strengthen cooperation; Strike hard and maintain high pressure; Grasping the key and strict management principle, they innovated working methods. On the basis of the five law enforcement bases already built and used, last year, with Tongjing Base as the model, they built a video surveillance system for key waters, forming an all-weather monitoring network for key waters and key positions, which was in the forefront of the whole country and the whole province, and was fully affirmed by leaders at all levels.

Law enforcement inspections should be carried out in a scientific and reasonable way, with the battalion conducting inspections every day and night and the detachment conducting inspections every Monday, increasing the frequency of inspections at important nodes and sensitive waters. Measures such as "combination of stationing and cross inspection", "shore inspection, water arrest, water and land development" were taken to effectively deter illegal sand mining elements. In the past year, the city organized all levels of joint strike action 47 times, to Jiangsu Anhui border, Ningzhenyang border, Qiba, high-speed railway Bridge and other key waters, non-stop inspection and law enforcement, a total of 10 cases of illegal sand mining investigated and investigated.

From "civil air defense" to "technical defense" to construct a dragnet of forbidden mining

Cracking down on illegal sand mining activities is a protracted battle. One of the highlights of water administration law enforcement this year is to build a dragnet of prohibited mining management from "civil air defense" to "technical defense" on the basis of maintaining daily patrols and inspections. We will actively promote the serialized allocation of equipment and formulate standards for water administrative law enforcement equipment. Basic equipment such as communication, inspection, protection, monitoring and disassembly should be fully equipped, and the proportion of portable equipment, unit equipment and information equipment should be increased. To improve the management level of law enforcement equipment, coordinate the operation and maintenance of law enforcement equipment and the training and education of law enforcement teams, and enhance the ability and level of case investigation and collection. To promote the standardization of law enforcement bases, establish VIS visual identification system for water administrative law enforcement bases, and enhance the overall image of water administrative law enforcement.

A complete operational mechanism of the monitoring system has been established, and modern scientific and technological means have been fully utilized to gradually realize inter-regional and inter-departmental information interconnection of law enforcement and inspection. A monitoring system platform of "sky observation, ground inspection, water patrol and online management" has been built to gradually realize the use of automatic monitoring, satellite remote sensing, drones and other high-tech means to achieve early prevention, early detection, early stop and early treatment of all kinds of water violations.
