To improve the management level of law enforcement equipment, coordinate the operation and maintenance of law enforcement equipment and the training and education of law enforcement teams, and enhance the ability and level of case investigation and collection. To promote the standardization of law enforcement bases, establish VIS visual identification system for water administrative law enforcement bases, and enhance the overall image of water administrative law enforcement.

A complete operational mechanism of the monitoring system has been established, and modern scientific and technological means have been fully utilized to gradually realize inter-regional and inter-departmental information interconnection of law enforcement and inspection.
