According to the ecological water replenishment plan of Nanjing's main city water system, the Crescent Lake and the Outer Qinhuai River will be "connected" through Xiangfang Village pump station. It is reported that the new Xiangfang Village pump station was completed in 2003 and put into use. It is located at the mouth of Xiangfang Village on the outer Qinhuai River. It is a double-function pump station for drainage and diversion of water, including 4 drainage pumps, 2 priming pumps and 1 three-hole culvert gate. However, after years of operation, the function of the pump station and the safety of flood control have been seriously damaged.

Experts said, such as drainage conditions and diversion conditions, the outer river side gate are open state, three hole gate culvert river side gate directly withstand the outer Qinhuai River water, but now the gate is located in the parapet of the inner river side, the gate long-term reverse force, three gate and gate trough deformation is more serious and there is water leakage, since 2010, there is a difficult situation to lift, The gate could not rise after lifting about 0.8 m. Reporters learned that in 2014 custodian units also tried to use a crane to lift the gate, failed.

On the other hand, the aqueduct gate is still leaking. During the flood season in 2016, the water level of Menzha in Wuding reached a record high of 11.02 meters. When the gate of the diversion canal was closed, the pump house was almost completely submerged, and the water level was level with the outer Qinhuai River, posing a serious threat to safety.

According to the planning, the design drainage flow of Xiangfang Village new pump station is 10.0m3/s, and the design diversion flow is 2.0m3/s. This time, after replacing the pilot canal gate and supporting facilities, will also replace the pilot canal 2 cleaning machine, repair the pilot canal, so as to achieve the "clean diversion" effect.
