The clear implementation of the lake chief system in the city is to include key rural DAMS (water storage capacity of more than 100,000 cubic meters) and major urban ponds into the lake chief system management.

Nanjing will strengthen the control of lake space this year, and plans to complete the demarcation of the management scope of six lakes and 67 small reservoirs. At the same time, lake chiefs at all levels should combine the management of the lake chief system with the key work of water pollution prevention and control and water environment treatment, further consolidate and improve the effectiveness of water environment treatment, strictly control the sources of industrial pollution, strengthen the remediation of industrial pollution along the lake, and eliminate heavy polluting and high energy consuming industries. China has implemented measures to improve pollution from non-point agricultural sources, vigorously promoted ecological aquaculture models, strengthened pollution control in aquaculture, dismantled 29,000 mu of Seine aquaculture in Shijiu Lake, and renovated about 210 aquaculture cages in Gucheng Lake. In addition, we should strengthen monitoring of the water quality of the tributaries into the lake and improve the water quality of the tributaries into the lake.
The city will also establish a joint management mechanism for lakes. We will establish a mechanism of joint prevention and treatment, joint governance and joint management of lakes and reservoirs across administrative regions. For example, Shijiu Lake spans Jiangsu and Anhui provinces and is the boundary lake between Lishui District and Gaochun District of our city and four districts and counties of Dangtu County and Bowang District of Ma 'anshan. The two "three districts and one county" signed an agreement on comprehensive co-governance and joint management of Shipu Lake in April 2017 on the basis of the establishment of the joint meeting system for Shipu Lake management and protection. Since the establishment of the working mechanism of co-governance and joint management, it has played a positive role in coordinating flood control and drought relief, cleaning up Seine aquaculture, cleaning up houseboats and controlling pollution of rivers entering the lake.
