Nanjing Chuhe River Management Office: "Smart water" helps refine river management

In the process of building "smart city", Nanjing Chuhe River Management Office, as the first pilot unit to implement fine river management in the city, takes "smart water" construction as the starting point, integrates digital management into daily river management work, focuses on database construction and improvement of inspection and law enforcement ability, and builds seven "smart water" management systems relying on network and mobile terminals. Comprehensively improve the level of fine river management, and deliver a qualified answer sheet.


Comprehensive Management Information System of Rights and Demarcation: The Chuzhou Management Department established the "Comprehensive Management Information System of Rights and demarcation of Mabai River Water Conservancy Project" in June 2017. By utilizing the powerful spatial simulation and analysis ability of GIS, it provides 10 kinds of query statistical analysis methods based on map visualization for end users to realize the dynamic management of water conservancy facilities data. Developed based on the PDA terminal 5 patrol maintenance operation functions, through the river signs, signs, boundary tablets, boundary piles and across the river building for the system of statistics, registration, number, established the right demarcation results database and river infrastructure database, boost the river fine management level.


Water area public security video monitoring system: most of the auxiliary facilities of the Mabai River water conservancy project are set in the river site, which are often destroyed by people in many years, and water illegal cases happen from time to time. The Chuzhou Control Department and Nanjing Public Security Bureau Water Branch jointly built the public security video surveillance of Machai River water area, and 15 high-definition video surveillance devices were set up along the whole line of the river bank to ensure the full coverage of the video surveillance of the high-risk and sensitive areas on both sides of the river and ensure the safety of the operation of Machai River.


River UAV inspection system: The length of the banks on both sides of the Malcha River dike is long, and the management area is wide. At present, due to the bridge construction of the river, the dike road has not been fully connected, the daily inspection work of the river has problems of insufficient personnel and low efficiency, and the illegal behaviors within the scope of water management are hidden, and the inspection is difficult to find in time. Carrying out UAV river patrol not only improves the efficiency, reduces the blind areas and dead corners in river patrol, but also can detect illegal activities and changes in river water quality as early as possible, reduces the inspection cost and improves the management efficiency.


Visualized large screen monitoring system: the construction of visualized large screen monitoring system makes the Guzhu Department in flood and drought control, river facilities, water environment and river navigation management and other important fields, can obtain the relevant data and information more timely and objectively, so as to predict, forecast and early warning more accurately and efficiently. It improves the working efficiency and saves the operation cost of water conservancy project.


Digital archives integrated management system: The application of digital archives integrated management system makes the preservation of archives more properly. It improves the efficiency and management level of water conservancy archives management department by scanning the existing water conservancy archives to form electronic archives stored in the computer.


Flood control and drought control, Intranet office mobile terminal system: With smart phones as the terminal platform, the system realizes real-time flood control and drought warning and forecast information as well as access and management of Intranet documents. The operation staff can check the real-time information of flood and drought control, such as rain, flood, danger, early warning and disaster, and analyze and organize the data online, which provides decision support for the flood control and emergency management in the Chuhe River Basin.
