Zhang Jinghua, member of the Standing Committee of the CPC Provincial Committee and Party Secretary of the CPC Municipal Committee, assigned the management work of Jinchuan River nine times last year since the CPC Municipal Committee established the leadership linkage responsibility system for the improvement of the water quality of the river flow section controlled by the province.  

During the investigation, Zhang Jinghua came to the moat in the north of the city to check the construction of the sewage interception well under the central gate bridge, and walked along the river to check the water quality of the river, the improvement of the outlet and the beautification of the river bank. The lakeshore water purification station project in Zijinshangou Area of Xuanwu District is under construction, which will alleviate the problems of low intake concentration and heavy load of the sewage treatment plant in the north of the city after completion. Zhang Jinghua came to the construction site to understand the new purification technology used in the project and the progress of the project, and asked to speed up the construction, as soon as possible, and do a good job in the coordination of the project building and the surrounding environment. Afterwards, Zhang Jinghua presided over a symposium to listen to the work report of the relevant districts and departments, and to study and deploy the work of Jinchuan River governance this year.

Zhang Jinghua said that in 2018, with the joint efforts of all parties concerned, progress has been made in the governance of the Jinchuan River. However, we must be sorely aware that the situation of reaching the standard of Jinchuan River water quality in 2019 will be more severe and the task will be more arduous. All levels and departments should make systematic planning and address both the symptoms and root causes with an unflinching spirit to reach the standard month by month and ensure the continuous improvement of the water environment of Jinchuan River and make greater progress in the treatment of its section.

Zhang Jinghua stressed that in the specific work, it is necessary to fully implement the established work plan, firmly grasp the implementation of the water quality assessment of the Pagoda Bridge section of the Jinchuan River to meet the standards, not to allow the promotion of all kinds of engineering projects, and effectively ensure the completion of all work objectives and plans on schedule. It is necessary to improve the protection level of sewage pipe network, establish a normal pipe network investigation and maintenance system, find out the background, establish archives, strengthen connection and timely maintenance, and lay a foundation for water quality improvement and section standard. It is necessary to speed up the construction of sewage treatment capacity, ensure that the effluent quality of Chengbei sewage treatment plant reaches stable standards, accelerate the Tiebei sewage treatment plant project, and build small sewage treatment facilities in accordance with local conditions. We will intensify supervision over sewage discharge, formulate and implement regular inspection and water quality monitoring systems, and strictly punish all types of illegal discharge. We will ensure that sewage is fully contained in the sewage management system, minimize sewage discharge into rivers, and prevent direct and illegal discharge. It is necessary to systematically regulate the water environment of river channels, establish a normal wet dredging system, improve the ecological water replenishment system, study long-term measures to restore and improve the self-purification capacity of river channels, and realize simultaneous improvement of river senses and water quality indicators. The Municipal Water Conservancy Office should strengthen overall planning and scheduling and daily promotion, all relevant districts should carry out their territorial responsibilities, and relevant departments should fulfill their supervision and approval responsibilities, so as to provide a strong guarantee for efficient and long-term governance of the Jinchuan River.
